Tuckahoe is not a single-family village, and a page that pretends otherwise
would be no use to most of the people reading it. Fewer than three in ten units
here are detached houses. Most of our work in this village is in mid-century
masonry buildings and two-families, and those leak in places a house does not.
The houses we insulate in Tuckahoe
Of Tuckahoe’s 3,160 units, 28.8% are detached and
42.9% are owner-occupied. 43.2% sit in
buildings of 20 units or more, and 32.8% in buildings of 50 or more. Another
13.5% are two-family houses. The median build year is 1966.
Start with the through-wall air conditioner sleeves, because they are the
most visible and the cheapest to fix. A steel sleeve set through masonry, a gap
around it that was caulked once, and a foam surround that gave up two decades
ago. One per room, leaking in January whether the unit is in the sleeve or out of
it. Across forty apartments that is dozens of permanent holes in the envelope, and
they can be sealed and gasketed unit by unit without a capital
project.
The second is the roof. Flat assemblies over the top-floor units in buildings
of this era commonly have very little in them, which is why the temperature
complaints in a Tuckahoe building cluster on the top floor. That work belongs on
the reroof cycle and gets designed once, not patched from inside a bedroom
ceiling. The third is vertical. Elevator shafts, stair towers and trash chutes
run open from cellar to bulkhead, so the whole building works as one flue all
winter, dragging cold air in at the lobby doors and pushing heated air out at the
roof. Compartmenting those shafts is dull, invisible work that changes how the
building behaves.
In the two-families the recurring finding is the cellar ceiling: an
unconditioned basement with the heating plant in it, bare framing at the rim, and
nothing between that space and the first-floor apartment. There is also a real
single-family remainder here — 24.2% of the village
predates 1940 and 19% went up in the 1960s — so we do work pre-war frame
houses with open stud bays, and 1960s houses with settled fill and an unsealed
hatch. Those are ordinary jobs. The buildings are why this page reads the way it
does.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Fill a leaky assembly with fiber and you have a leaky
assembly with fiber in it — the air still moves, it just moves through
something softer.
In a Tuckahoe apartment building that is not a caveat, it is the whole
strategy. Solid masonry has no cavity to fill, so there is very little insulating
to do in the walls at all. What there is to do is close the holes: the AC
sleeves, the perimeter of every window opening, the shaft doors, the cellar
ceiling penetrations. Air sealing is most of the available saving in this
housing, not the preparation for it.
If a quote gives you a depth and never mentions air sealing, it is half a
job.
What insulation costs in Tuckahoe
Most of our house and two-family projects run between $3,500 and
$12,500. A cellar ceiling and rim joist in a two-family sits near the
bottom of that. A pre-war frame house needing stud bays blocked and an attic
floor sealed and blown sits higher. Building work — sleeves across a line of
apartments, shaft compartmentation, a roof assembly — is priced per
building and does not belong inside a residential range.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1
per inch and also acts as a vapor retarder, which is why it costs more and why it
is right in some assemblies and unnecessary in others. All products are
manufactured in the United States and meet applicable building code and safety
standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Tuckahoe
Worth saying plainly in a village that is only 42.9% owner-occupied: the main
state program is written for people who own the building they live in.
Con Edison serves Tuckahoe for both electricity and gas, and Con
Edison’s residential Weather Ready weatherization program is
not accepting applications — the utility’s own page points
Westchester customers to NYSERDA and says to expect news about 2027
incentives.
NYSERDA Comfort Home is the live one: $2,500
to air seal and insulate the attic and rim joist, $3,000 if wall
and floor insulation is added, and $2,000 more toward ENERGY
STAR windows once that is done, installed by a contractor on NYSERDA’s Comfort
Home list, with the house meeting the conditions of the whole package rather than

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Tuckahoe
Tuckahoe’s stock is comparatively new: median year built
1966, with 19% from the 1960s, 13.5% from the 1970s and 10%
built during the 2010s. Only that last group was built under
anything resembling a modern energy code, and that code has since moved: the
2025 Energy Conservation Construction Code of New York State has
been in force since 31 December 2025, based on the 2024 IECC.
Westchester is climate zone 4.
New construction and additions get R-49 in the ceiling,
R-30 in wood-framed walls, R-30 in floors, and R-15 continuous or
R-19 cavity in basement walls. An older Westchester figure is a dead code and an
R-60 ceiling figure is Connecticut’s. None of it applies to a building
already standing. The code does not require an existing building to be
altered, only that an alteration not leave you with less R-value than you had.
ENERGY STAR recommends R-60 for a retrofit attic in this
zone, which is guidance, not law.
