Chappaqua is two completely different jobs under one postal name, and the
address will not tell you which you own. A house in the hamlet center and one on
a subdivision road three miles out need scopes that share almost nothing.
The houses we insulate in Chappaqua
Start with the boundary, because it changes the numbers. The Chappaqua the
Census counts is small: 1,229 housing units. The Chappaqua on
your mail is much larger and mostly the surrounding town of New
Castle, at 6,516 units. The two profiles do not
match.
The hamlet is strikingly bimodal. Median build year 1955,
but 31.7% predates 1940 and 30.9% went up in the
1980s, with almost nothing from the 1960s and 1970s in between. It is
also the least uniformly single-family part of the area: 66.0%
detached, 81.9% counting attached, 11.2% two-family, 77.1%
owner-occupied. New Castle as a whole reads differently — median
1964, 20.8% pre-1940, 17.2% in the 1950s,
81.1% detached.
So we carry two packages. On the pre-1940 houses the finding is balloon
framing: stud bays running from sill plate to attic, so the wall cavity works as
a chimney. Dense-packing them is the fix, but only after the plates are blocked
and sealed — blow cellulose into an open bay and you have insulated a
chimney. Above that the attic plane is usually the whole job: settled fill, an
open chimney chase, unsealed top plates, a bare hatch. Knob-and-tube
turns up often enough in this stock that we check before quoting. In the
two-family houses, add the stair enclosure and the floor between units.
The 1980s subdivisions are the opposite. Attic depth is usually adequate,
R-30 batts laid the year the house went up, and what they do is leak: open top
plates above the second-floor partitions, wire and pipe chases, dropped soffits
open to the attic, an unsealed knee door into the space over the garage,
cathedral great-room ceilings with no baffle and no air barrier, batts squashed
flat at the eaves. If the air handler lives up there, sealing the ducts beats
any depth added above it.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Pack a leaky attic with cellulose and you have a leaky
attic with cellulose in it — the air still moves, it just moves through
something softer.
In Chappaqua that cuts both ways. In a balloon-framed house it means blocking
the stud bays at the top plate first. In an 1980s subdivision house the leaks
above an adequate batt layer are the whole problem; depth changes last. Then we
insulate.
If a quote gives you a depth and never mentions air sealing, it is half a
job.
What insulation costs in Chappaqua

sits near the bottom, and that smaller job often fixes the complaint. A pre-1940
house with balloon-framed walls to block and dense-pack, a chimney chase to

material.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1
per inch and also acts as a vapor retarder, which is why it costs more and why
it is right in some assemblies and unnecessary in others. All products are
manufactured in the United States and meet applicable building code and safety
standards. ENERGY STAR says sealing air leaks and adding insulation can save up
to 10% on annual energy bills — and with 52.5% of New
Castle on fuel oil against 31.4% on utility gas, plenty of households count that
in deliveries rather than on a statement.
Insulation rebates in Chappaqua
Con Edison is the utility here for gas and electricity,
which helps less than it sounds. Its residential Weather Ready
program is not accepting applications, and Con Edison’s own
page tells Westchester customers to expect news about 2027 incentives and to use
NYSERDA in the meantime. A $4,000 Con Edison weatherization figure still on one
of its index pages is stale.
The live program is NYSERDA Comfort Home:
$2,500 to air seal and insulate the attic and rim joist,
$3,000 if wall and floor insulation is added, and
$2,000 more toward ENERGY STAR windows afterwards. The
contractor must be on NYSERDA’s Comfort Home list and the house must meet the
whole package’s conditions. At or below 80% of area median income,
EmPower+ covers it at no cost up to $14,000
downstate, or half up to $7,000 at moderate incomes. See

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Chappaqua
Nearly a third of the hamlet predates 1940 and another third went up in the
1980s, so almost every house here predates energy codes or was built under one
long superseded. The current rulebook is the 2025 Energy
Conservation Construction Code of New York State, in force since
31 December 2025 and based on the 2024 IECC. Westchester is
climate zone 4.
For new construction and additions it sets R-49 in the
ceiling, R-30 in wood-framed walls (or R-20 plus R-5
continuous), R-30 in floors, and R-15 continuous or R-19 cavity in basement
walls. Anyone quoting R-60 is quoting Connecticut’s code. None of it
applies to a house already standing. The code does not require an
existing building to be altered, only that an alteration not leave you with
less. ENERGY STAR recommends R-60 for a retrofit attic
here, which is guidance, not law.
