30.0% of Little Falls was built in the 1950s alone. No other decade comes close, and no other town on our Passaic list is that concentrated in one ten-year run. Add the 1940s and the figure is 39.3% of 5,748 units, with a median build year of 1957. This is a 1950s township squeezed into 2.87 square miles between the Passaic River and the ridge at Great Notch, and what that decade built here was capes and small ranches.
58.8% of units are detached houses and 71.7% of occupied units are owner-occupied. Another 17.2% sit in two- to four-family buildings, and 11.0% are in buildings of twenty units or more, which is where the township’s 11.9% electric-heat share mostly lives. 82.6% of homes heat with gas and only 2.6% with oil.
82.8% of the housing went up before 1980, so four out of five Little Falls homes were framed with no state energy requirement to meet. The 19.1% that predates 1940 goes back a long way in a place first farmed in 1711 by seven Bergen Dutch settlers and named for the falls on the Passaic at the dam near Beattie Mill.
The houses we insulate in Little Falls
The eras: 19.1% pre-1940, 39.3% in the 1940s and 50s, 24.4% in the 1960s and 70s, 11.0% in the 1980s and 90s, and 6.1% since 2000. The township has no mobile homes at all.
The 1950s cape is the house we open most often here, and it fails the same way every time. The knee wall behind the upstairs bedroom has batts stapled to the room side and nothing sealing the back, so the insulation is doing half its job at best. The floor joists run out under that knee wall to an open eave, and outside air travels under the bedroom floor all winter. The rafter slopes are shallow, usually 2×6, with no baffle keeping the insulation off the sheathing. Above it all is a flat attic too low to stand in and easy to under-fill. Insulate the flat and skip the knee walls, and the bedroom stays cold.
The small ranches of the same decade and the 24.4% built in the 1960s and 70s bring a different list: loose-fill that has settled below its rated depth, wind-washed eaves where soffit vents blow straight across the first courses of insulation, unsealed top plates, chases and recessed cans, and a bedroom or family room over a garage on open joist bays. Little Falls splits and bi-levels put a short band of framing between a heated half-level and an unheated one, and that band is nearly always uninsulated.
The 19.1% pre-1940 stock is older frame housing, some of it going back to the era of the Speer Homestead of about 1785 and the Morris Canal that ran through the township until 1925. In houses of that age we assume balloon-framed walls open from the cellar to the attic floor and knob-and-tube wiring until we see otherwise, and the wiring comes out before insulation goes into a wall. The 11.0% from the 1980s and 90s and the 6.1% since 2000 are townhouses, duplexes and larger colonials whose walls are already full; there the work is the party wall at the attic, the unbaffled cathedral slope, the garage ceiling and the ductwork sitting outside the insulation.
Singac, Great Notch and the Center of Town
The township has three parts and they are not the same job. Great Notch is the eastern end, up against the ridge. The Center of Town is the older downtown, where the pre-1940 frame houses and the two-families are thickest. Singac is the western end, and much of Singac borders the Passaic River, with numerous crossings of the upper river inside the township.
A river-side lower level changes what we install and where. If a basement or lower level has taken water, we do not put closed-cell foam on a wall that floods, and we do not bury a rim joist in a material that will trap water against the framing. The work moves to the deck above: seal and insulate the first-floor assembly, treat the band joist where it stays dry, and leave the flooded plane openable. That decision gets made in the basement with the homeowner, not from a price sheet.
One more honest note. 11.0% of the township’s units are in buildings of twenty or more, and a good part of the 11.9% that heats with electricity is in those buildings. If you own or rent an apartment in a block like that, the envelope belongs to the building, not to you, and there is no attic above your ceiling to work in. The utility rebate program is written for one- to four-unit homes as well. The house, the two-family and the townhouse are our work here; the apartment block is not, and we would rather say it on the phone than after a drive out.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a Little Falls cape’s flat attic to depth while the joist bays stay open at the eave, and the bedroom floor above them is exactly as cold as it was.
The order in that cape is: block the joist bays under the knee wall at the eave line, put a real air barrier on the back of the knee wall, seal the top plates, the flue and plumbing chases, the attic hatch, the bath fan and the recessed lights, baffle the slopes so they can be filled without choking the vent path, then insulate the knee walls, slopes and flat. The rim joist in the basement comes after that. In a 1960s ranch the same principle starts at the eaves and the chases, and the garage ceiling comes with it.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Little Falls
Most of our projects run between $3,500 and $12,500. In a 1950s cape the number moves with feet of knee wall and eave to block, whether the slopes are being filled, and whether old batts and settled loose-fill come out first. In a ranch or split it is attic footprint plus the garage ceiling and any half-level band. Near the river, a basement that has been wet moves the scope up to the first-floor deck, which is a different assembly and a different price.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. After air sealing and insulating, homeowners typically save 20% or more on heating and cooling.
Insulation rebates in Little Falls
Little Falls is PSE&G territory for both electric and gas, so one utility and one program cover the whole township. With 82.6% of homes on gas heat, the saving shows up on the gas bill.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the envelope work the assessment calls for, plus 0% on-bill repayment of up to $25,000 — seven years for projects of $10,000 or less, ten years above that or for income-qualified customers. It begins with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that assessment fee. PSE&G does not publish per-measure rebate amounts, so up to $7,500 is as precise as anyone can be. The program covers one- to four-unit homes the owner lives in, which is the detached houses, the two-families and the townhouses, not the apartment buildings.
Separate from that, PSE&G’s Whole Home Energy Assessment is free once a year for any PSE&G residential gas or electric customer in a home of fewer than five units. It is a lighter walk-through with small items installed on the spot, and it is worth having regardless of what you do next.
Income-qualified households pay nothing for the work. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level, or in a low- or moderate-income census tract, or in NJ SHARES. New Jersey Comfort Partners does the same at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four, in buildings of 1 to 14 individually metered units; homes on oil, propane or kerosene are referred to the state’s Office of Weatherization instead.
The New Jersey IRA Home Energy Rebates have not launched. The state’s page still says the programs are in development and not open for applications. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and a contractor still advertising one is worth a second look. Code and climate in Little Falls
82.8% of Little Falls was built before 1980, and the 1950s cohort that is 30.0% of the township went up before New Jersey’s first statewide energy subcode took effect on 1 January 1978. Those houses were built to no energy standard at all, which is why the numbers move so much when the envelope is done properly. Passaic County is climate zone 5A, the colder of the state’s two zones.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it calls for R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 in the cavity or R-20 plus R-5 continuous, windows at U-0.28 in the 5A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is accepted until about 16 February 2027. R-49 is the number the state considers right for this climate and it is what we design to.
An existing house falls under New Jersey’s Rehabilitation Subcode: insulating the attic does not oblige you to bring the rest of the house up to current code and needs no blower-door test. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull with the township as part of the job.

Yes, but not the way a dry basement gets done. We do not put closed-cell foam on a wall that takes water, because it traps moisture against the framing and hides the next event. On a lower level that has been wet, the insulation and air barrier move up to the first-floor deck, the band joist gets treated only where it stays dry, and the flooded plane is left openable so it can dry and be inspected. That decision gets made standing in your basement, not from a price list.
