The median Maplewood house dates from 1938, tied with Montclair for the oldest median of any town we cover in Essex County, and 54.8% of the township — 4,919 of its 8,981 units — was built before 1940. 83.4% of it predates 1980. This is a 1920s commuter suburb that never got rebuilt, so the work here is old-house work.
The other number that shapes a Maplewood job is the fuel. 10.1% of occupied homes still heat with oil, against 4.2% for Essex County as a whole. Gas heats 75.6% and electricity 11.5%. Maplewood grew out of three settlements strung along three old trails: Jefferson Village, at what is now the downtown, settled by six families who came up Ridgewood Road; North Farms on the hill crest near Springfield Avenue, which became Middleville and then the Hilton section in 1880; and the streets running toward South Orange Avenue. The Morris and Essex Railroad reached the area in 1838, a station was built at Jefferson Village and named Maplewood, and the farms were subdivided for houses starting in 1868. Edward Balch built 176 houses here from about 1900 and was called the father of Maplewood for it. The 1920s did the rest.
So the standard Maplewood house is a pre-1940 frame colonial, Tudor or foursquare on a narrow lot: two and a half stories, plaster on lath, a walk-up attic or a finished third floor, a stone or brick foundation, and a boiler that started life burning coal. These are balloon-framed. The stud bays run from the sill plate to the attic with no firestop, which makes each wall a flue, and the attic floor is the top of it. Add the open chase around a chimney that once served a coal furnace, the plumbing stack, the old gravity-heat risers, and an uninsulated attic hatch, and the house moves a great deal of air on a cold night without anyone opening a window.
What we do in that house, in order: close off every stud bay that opens into the attic, then the chimney and stack chases; move to the third floor, insulating its knee walls with an air barrier behind them and closing the dormer cheeks; weatherstrip the hatch, set baffles in the slopes, bring the attic plane up to depth, and finish in the cellar at the rim joist and the foundation top. Walls are the last question, not the first, and knob-and-tube wiring has to come out before anything is dense-packed into one.
The postwar layer is thinner here than in most Essex towns: 17.4% from the 1940s and 50s, 934 units in the 1950s, and 11.2% from the 1960s and 70s. Those are the capes and small colonials that filled the remaining lots, plus a handful of ranches and splits. A cape fails at the knee wall and the open joist bays at the eave; a split fails at the band joists between half-levels and the room over the garage. Both are simpler and cheaper than the old houses around them.
Then the two-families, 1,630 units of them, largely in the older eastern parts of the township. An up-and-down two-family has one shared stair chase running the full height, a floor cavity between the units that connects to the side walls, one cellar carrying the heating plant and the rim, and a low-slope roof over the top unit. We price it as one building. Sealing only the owner’s floor leaves the leak paths intact, and PSE&G’s program is written for the whole one- to four-unit home anyway.
Still on oil in Maplewood
10.1% of Maplewood heats with oil, and that changes both the math and the paperwork. Oil-heated houses in this township are usually the big pre-1940 ones with a converted coal boiler and cast-iron radiators, which means long boiler cycles and every cubic foot of air the house loses reheated at oil prices. The savings from sealing the attic plane and blocking the wall bays land harder on an oil bill than on a gas bill.
The paperwork is where oil homeowners get surprised. New Jersey Comfort Partners does not weatherize oil, propane or kerosene homes directly; it refers them to the state’s Office of Weatherization instead. The gas-side utility programs require gas heat. What still applies is PSE&G’s Whole Home Energy Solutions, because every Maplewood house has a PSE&G electric account whatever is in the basement, and the program is built around the assessment and the envelope work rather than the fuel. We tell oil customers this before the walk-through, not after.
A buried or basement oil tank does not stop us working, but tell us where it is. And in a house with radiators and no ductwork there is no duct leakage to chase, which simplifies the scope: the money is in the attic plane, the wall bays, the knee walls and the rim.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. It is written for one- to four-unit homes the owner lives in, which takes in the detached houses and the two-families, but not the 735 units in buildings of fifty or more, where the envelope belongs to the building’s owner or association.
PSE&G Whole Home Energy Solutions carries a rebate ceiling of $7,500 per project for air sealing, insulation and the work that goes with them, and behind it sits 0% on-bill repayment of up to $25,000: 7 years on a project of $10,000 or less, 10 years above that or for income-qualified customers. The first step is a home energy assessment by a BPI-certified contractor participating in the program, priced by that contractor. No per-measure amounts are published, so “up to $7,500” is the honest answer. The Whole Home Energy Assessment is a separate, free item: one walk-through a year for any PSE&G residential customer, with small measures installed on the spot.
Two no-cost routes sit under that. PSE&G Home Weatherization covers insulation, air sealing and duct sealing for households between 250% and 400% of the federal poverty level. New Jersey Comfort Partners covers the same work at or below 250% of the guidelines, $82,500 for a family of four in 2026, in buildings of 1 to 14 individually metered units, which takes in a Maplewood two-family — but it sends oil-heated homes to the state weatherization office.
New Jersey’s IRA Home Energy Rebates are still not open. The state describes them as in development and not accepting applications, so nobody can claim one yet. On the federal side, the Section 25C credit expired for anything placed in service after 31 December 2025, and a 2026 insulation job earns no federal credit at all. A house already standing is judged by the Rehabilitation Subcode instead. Adding insulation to the attic creates no obligation to bring the rest of the building up to current code, and no blower-door test. Batt or blown-in material laid against the interior finish counts as ordinary maintenance and needs no permit at all; spray foam and other foam plastics do need one, and we file it.
