Two thirds of Nutley was standing before 1960. 33.7% of the township’s 11,964 housing units predate 1940, another 31.4% went up in the 1940s and 50s, putting the median Nutley home at 1952. Only 16.0% dates from the 1960s and 70s, 8.6% from the 1980s and 90s, and 10.2% has been built since 2000. 81.2% of the township predates 1980.
The shape of the stock: 54.0% of units are detached houses, 6,465 of them, and 6.8% are attached. 11.8% sit in two-unit buildings, 1,416 of them, and 8.8% in three- and four-unit buildings, so 20.6% of Nutley is a two- to four-family. Only 7.5% is in a building of twenty units or more. 68.5% of units are owner-occupied. Gas heats 80.0% of homes, electricity 13.2% and oil 4.4%.
All of it fits on 3.42 square miles bounded by Belleville, Bloomfield, Lyndhurst and Clifton. Narrow lots, houses close together, and two clear jobs: the pre-war frame house with balloon-framed walls, and the post-war cape that filled in the rest.
The houses we insulate in Nutley
Nutley grew slowly while Newark developed, around mills on the Third River and a brownstone quarry in Avondale that was working by the early 18th century. Henry Duncan’s village of Franklinville, thirty houses and a few small businesses, became the center of town. The 4,037 units built before 1940 are spread through the old sections — Avondale, Franklin, Glendale and Yanticaw — and the house there is a tall frame two- or three-story with plaster on lath, a stone cellar and empty wall cavities.
In a house of that age the stud bays run from the sill plate to the attic with no fire stop. Cellar air rises through the cavity and leaves at the top plate, so the wall works like a chimney and whatever is lying on the attic floor sits in a draft. We block the top of every bay at the attic floor and every bay at the sill before anything gets blown anywhere. The attic is usually a floored walk-up with a chimney chase, a plumbing stack and a stair door nobody ever gasketed. Where the wiring has never been replaced, knob-and-tube is still in that attic floor and insulation cannot go over it, so we test before we quote.
The 1940s and 50s added 3,757 units, 2,252 of them in the 1950s alone: capes, small colonials and ranches on narrow lots. A cape fails at the knee wall, a short stud wall with batts on the room side and nothing behind them, floor joists running under it to an open eave, unbaffled slopes and a shallow flat attic over the middle. A 1950s ranch fails across a long low attic where the loose-fill has settled to half its depth and the eaves are wind-washed.
Then the two-family, 20.6% of the township. Most are up-and-down: two apartments, a shared stair chase, a low-slope roof over the top unit, one heating plant in the cellar in the older ones. We scope those as one building, because the stair chase and the floor cavity between the units pass through both apartments and sealing one alone accomplishes nothing. The 16.0% from the 1960s and 70s is the split and the bi-level, with a bedroom over the garage on open joist bays. The 10.2% built since 2000 is mostly the replacement house on an old lot; its walls are already full, so the work is the attic air handler, the ducts and the unbaffled cathedral slopes. And with 4.4% of the township on oil, a big pre-war house with an oil boiler in the cellar pays that work back fastest of all.
Avondale, the Third River and the low ground
The Third River runs through the middle of Nutley, through park land that was the town’s mill district first. Houses on that low ground have the wettest cellars in the township, and a cellar that takes water in a storm changes the scope: seal and insulate the first-floor deck from below, insulate the rim joist, leave the foundation walls alone. Closed cell foam does not go on a wall that floods, whatever anyone says about it being waterproof.
The quarry left its mark too. Brownstone was the town’s first industry, and the oldest cellars are stone and rubble rather than poured concrete: uneven faces, open joints, a sill plate resting on top and sometimes joist ends buried in the masonry. Foam sprayed straight onto a stone wall traps water in the stone and hides those joist ends. There we seal at the sill, insulate the rim bay, and manage the stone rather than cover it.
The vanished rail line explains where the old houses are. Until 1966 the Newark Branch of the Erie-Lackawanna stopped at Walnut Street, Highfield Street and Franklin Avenue, and the tracks carry freight now. The streets around those three stops were built out while the trains were running, which is why the balloon-framed houses cluster there while the blocks north toward Route 7 are mostly post-war. The Enclosure, the dead-end street by the Third River where the artists’ colony began in the late 1880s, sits at the old end of that range.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a foot and a half of cellulose onto the attic floor of a balloon-framed house and the cellar air keeps rising through the walls into it, carrying heat and moisture along.
In a pre-war Nutley house the order is: block the top of each stud bay at the attic floor and each bay at the sill, seal the chimney chase and the plumbing stacks, gasket the attic stair, then insulate the attic floor. In a two-family it starts lower, at the stair chase and the floor cavity between the units, then the top plates and the roof over the upper apartment. In a 1950s cape it starts at the knee walls: block the joist bays at the eave, air barrier on the back of the knee wall, baffles in the slopes, then fill.
The rim joist comes last in all three. If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Nutley

Insulation rebates in Nutley
Nutley is PSE&G territory for both electric and gas, so the company that bills the heat is the company that pays the rebate. 80.0% of the township heats with gas, and that is the bill this work is aimed at.
PSE&G Whole Home Energy Solutions pays up to $7,500 in rebates toward air sealing, insulation and the related work an assessment calls for, plus 0% on-bill repayment of up to $25,000, over 7 years for a project of $10,000 or less and 10 years above that or for income-qualified customers. It covers owner-occupied homes of one to four units, which settles most questions in a township that is 20.6% two- to four-family: the owner living in one flat is in, the tenant in a twenty-unit building is not. Every project has to include air sealing alongside the insulation. It starts with a home energy assessment by a BPI-certified contractor participating in PSE&G’s program, and the contractor sets that fee. PSE&G publishes no per-measure amounts, so “up to $7,500” is as precise as anyone can plainly be.
Separately, PSE&G’s Whole Home Energy Assessment is free — a shorter walk-through with small items fitted on the spot, open to any PSE&G residential gas or electric customer in a building of fewer than five units. PSE&G Home Weatherization installs insulation, air sealing and duct sealing at no cost for households between 250% and 400% of the federal poverty level. New Jersey Comfort Partners does the same at no cost at or below 250% of the federal poverty guidelines, $82,500 a year for a family of four in 2026, in buildings of 1 to 14 individually metered units. The 4.4% of Nutley on oil is referred to the state’s weatherization office instead.
New Jersey’s IRA Home Energy Rebates have not launched. The state says the programs are in development and not open for applications, so they are not available. The federal Section 25C tax credit ended for anything placed in service after 31 December 2025, and there is no federal insulation credit on a 2026 job whoever is still advertising one. Code and climate in Nutley
81.2% of Nutley’s housing went up before 1980, and the two thirds built before 1960 went up before New Jersey’s first statewide energy subcode of 1 January 1978. Essex County is climate zone 4A; Passaic County, which begins at the Clifton line a few streets away, is 5A.
New Jersey adopted the 2024 IECC on 17 August 2026. For new construction it calls for R-49 ceilings — the 2021 edition it replaced asked for R-60 — walls at R-30 cavity or R-20 plus R-5 continuous, windows at U-0.30 in the 4A counties, and air leakage of 3.0 air changes per hour at 50 pascals. A complete permit application filed under the old code is still accepted until about 16 February 2027.
Existing houses fall under New Jersey’s Rehabilitation Subcode. Insulating the attic of a 1952 cape does not oblige anyone to bring the rest of the house up to current code, and no blower-door test is required. Blown-in or batt insulation installed against the interior finish is ordinary maintenance with no permit; spray foam and other foam plastic insulation need a permit, which we pull as part of the job. R-49 is what the state considers right for this climate, and it is what we design to.
