New Haven County asks about sound insulation more than most places in Connecticut because of how it is built. Two-unit buildings hold 9.7% of the county’s 371,959 housing units and buildings of three or four units another 10.1%, and 6.2% are single-family attached — townhouses and duplex halves. That is more than a quarter of the housing stock with a neighbor on the other side of a wall or a floor, concentrated in New Haven, where 40.9% of units sit in two- to four-unit buildings, Ansonia at 37.3%, Waterbury at 31.6% and Derby at 26.6%.
One thing has to be said before any of it: insulation absorbs sound, it does not block it. Filling an empty cavity is worth a handful of points on the Sound Transmission Class scale — roughly 4 to 11 in the published guideline table for framed walls. Changing how the wall or the floor is built is worth far more. We install the absorption half, mineral wool and fiberglass batts, dense-pack cellulose, blown fiberglass and open cell foam, and we will tell you straight when the rest of the answer is drywall and framing work.
Where soundproofing insulation pays in New Haven County houses
The owner-occupied two- and three-family is the classic case here. An owner downstairs, a tenant above, a common stair hall, and a floor assembly of joists, a subfloor and a plaster or drywall ceiling with nothing in between. Filling those joist bays is worth 7 to 11 STC points in the airborne range in tested wood floors, and that gain assumes a drywall ceiling hung on resilient channel below the bays. Footsteps are a separate problem: on one floor tested five ways, cushioned vinyl measured IIC 44 and thick carpet with a pad measured 70, a 26-point swing from the covering alone.
Rentals near the colleges are the next group. Yale, Southern Connecticut State, Albertus Magnus and Gateway Community College are in New Haven, the University of New Haven sits in the Allingtown district of West Haven, Quinnipiac and Paier College of Art are just north in Hamden, with Quinnipiac’s health sciences campus in North Haven, and Post University and Naugatuck Valley Community College are in Waterbury. Landlords in those neighborhoods are the people most often asking what can be done between units without a gut renovation.
Apartment and condominium buildings make a third group, and ownership decides what is possible. Buildings of 20 or more units are 21.3% of New Haven’s stock, 16.4% of West Haven’s, 15.7% of Hamden’s and 12.4% of Meriden’s. In a condominium or co-op the association usually owns the assemblies between units, so the board or managing agent approves the work, and they should be given the specific tested assembly with its report number before they say yes.
Then the quiet room inside a single house. Southbury is 20.2% attached housing, the largest share of any town here, so party walls come with the form. Oxford, at 33.6% built since 2000, and Middlebury, at 29.4%, are where home offices, media rooms and bonus rooms over garages get built into houses that were framed all at once with nothing in the interior walls.
How we do soundproofing insulation in New Haven County
We ask what you hear and where you hear it first, because voices, footsteps and bass are three different problems and only the first responds well to what goes in a cavity.
In an open cavity, a full-thickness unfaced batt cut to fit with no gaps: mineral wool or fiberglass, both classed noncombustible unfaced, with thickness mattering more than density. Stone wool reads a couple of points higher than fiberglass in its maker’s own tested walls, but those come from different laboratories with different channel products, so we do not sell one as the quiet material and the other as the cheap one. In a bay crowded with wiring, pipes or an odd stud spacing — normal in the county’s pre-1940 framing — open cell foam fills what a batt cannot, at a measured absorption coefficient of 0.65. Closed cell foam is not a sound product: it measures 0.10, and it belongs at rims and below grade instead.
In a wall or ceiling that stays closed, dense-pack. Cellulose or fiberglass is blown through small holes until the cavity is firm, then the holes are patched; injection foam goes in the same way. It flows around wiring where a batt would have been cut, and it is how we fill the bays over a garage through the ceiling below a bonus room. What dense-pack does not do is add mass or break a rigid path, so a dense-packed single-stud wall is still a single-stud wall.
Sealing is the part that decides whether any of it shows up. The same partition tested at STC 46 sealed and 36 with a 1/8-inch gap running a foot: ten points from a gap you could slide a card into. So we seal inside the cavity around boxes, pipes and framing gaps, plug outlet boxes, and seal the base of a wall that stays closed. Back-to-back outlets, recessed lights and a duct running straight from one room into the next are the flanking paths that make people say the insulation did nothing. If we open a bay and find wet, settled or rodent-fouled material, it comes out under containment into a HEPA insulation vacuum; mold on framing or sheathing is a remediation trade and goes to a remediation company before anything is refilled.
What soundproofing insulation costs in New Haven County
Most of our projects run between $3,500 and $12,500. On a sound job the insulation price follows how many walls or bays are involved, whether the cavity is open or has to be dense-packed through drilled holes, the material and thickness, and how much patching the holes take. A three-family in Waterbury with two floor assemblies and a stair-hall wall is a different job from one bedroom wall in a Branford condominium.
Resilient channel, a second layer of board, damped panels and any electrical or duct changes are priced by the drywall, electrical and mechanical trades, and every quote should be written against the same tested assembly so the numbers can be compared. Ask each insulation quote to name the material, the thickness, whether the cavity is filled full, and which sealing it includes; two quotes for the same phrase can describe very different work. Rebates for soundproofing insulation in New Haven County
Connecticut’s incentives pay for energy work, not for quiet, so the honest answer is that an interior partition between two bedrooms qualifies for nothing. Where the same job also insulates an exterior wall, an attic or a floor over unheated space, the Energize Connecticut rules apply to that part of it. Home Energy Solutions is open to customers of Eversource, United Illuminating, Connecticut Natural Gas and Southern Connecticut Gas in homes of one to four units without program services in the last six years, whatever fuel heats the house. In this county United Illuminating delivers electricity in Ansonia, Derby, East Haven, Milford, New Haven, North Haven, Orange and West Haven, Eversource across the Valley, the shoreline east of New Haven and the hill towns, with Hamden, Woodbridge and North Branford listed by both and Wallingford served by its own municipal Division.
The visit costs $40 on the standard tier, includes up to seven hours of air sealing at no cost and $10 an hour beyond, and can involve a wait. The insulation rebate pays up to $2.00 per square foot or 75 percent of cost, whichever is less, to a maximum of $10,000, and an exterior wall qualifies where the existing value is R-4 or less and the finished value reaches R-13 or more — which a dense-pack fill of an empty 2×4 bay does. Dense-pack cellulose, blown fiberglass, batts, rockwool and spray foam are all on the accepted materials list. The work must be recommended at the visit, approved before installation and installed by an approved contractor from the Energize CT Insulation Installers Network, so ask any installer quoting, ourselves included, whether they are in that network.
Two points matter for landlords and boards here. A building of five or more units is outside the one- to four-unit program and belongs to the state’s multifamily track instead, and a renter needs the landlord’s approval before a visit is scheduled. Addresses in Ansonia, Derby, East Haven, Meriden, Naugatuck, New Haven, Waterbury and West Haven sit inside environmental justice communities, where the incentive can rise to $2.50 per square foot. Code and climate in New Haven County
The county sits in climate zone 5A, and where a sound job opens an exterior wall the 2021 IECC values in the 2022 Connecticut State Building Code apply to it: R-30 in the cavity, R-20 plus R-5 continuous, R-13 plus R-10 continuous, or R-20 continuous. That is worth knowing before a wall is closed back up, because the insulation that quiets it can also be the insulation that meets the energy number.
The sound rules themselves live in two places. Apartment and condominium buildings under the building code follow Section 1206 of the 2021 IBC as adopted here: walls, partitions and floor-ceiling assemblies between dwelling units must reach STC 50 by laboratory test, floor-ceilings IIC 50, with field-tested alternatives, and penetrations for piping, wiring and ducts have to be sealed or treated so the rating survives. Townhouses and two-family houses fall under the residential code, and Connecticut adopts Appendix AK of the 2021 IRC, which sets STC 45 and IIC 45 between dwelling units and carries the same penetration rule. Neither section says anything about walls inside one home, and how they apply to work on an existing assembly is the building official’s call. Foam in living space still needs a thermal barrier such as 1/2-inch gypsum wallboard, and a room over an attached garage keeps its 5/8-inch Type X ceiling, which is why we dense-pack those bays rather than cutting them open.

Does insulation soundproof a room?
No. It absorbs sound inside the cavity, which is not the same as blocking it, and the published figures show the difference plainly. Filling an empty framed wall is worth about 4 to 11 points on the guideline table. Resilient channel on one side of a tested 2×4 wall added 13 points, and a second row of studs with its own batts added 21. So insulation is the first step and, in many rooms, it is half the job; the rest is board, framing and sealing.
What is the best sound insulation between apartments in a two- or three-family?
Fill the cavity completely with unfaced mineral wool or fiberglass where it is open, dense-pack cellulose where it is closed, and seal every penetration in the assembly. Then look at the assembly itself: Connecticut’s residential code sets STC 45 and IIC 45 between dwelling units in two-family houses and townhouses, and the building code sets 50 in larger buildings, and those numbers are reached by adding a resilient ceiling or a second layer of board, not by insulation alone.
Can you quiet a floor or ceiling between units without opening it?
Often, yes. We drill small holes, dense-pack the joist bays and patch, which fills a cavity that was doing nothing for airborne noise like voices, television and music. Footsteps are different: the covering on the floor above moves the impact rating far more than anything in the bays, with thick carpet and pad measuring 26 points better than cushioned vinyl on one tested floor. If the ceiling is coming down anyway, hanging it on resilient channel is the biggest single gain available.
