Peekskill is built on a hillside, and that changes where the heat goes. On a
steep lot the attic is often not the biggest loss. The floor is.
That runs against what most homeowners expect, so it is worth explaining
before anyone quotes you.
The houses we insulate in Peekskill
The median Peekskill home was built in 1963 and 59.4% of households own, the
highest owner occupancy of these six cities. Detached houses are 32.0%,
attached townhouses 14.6%, two-family 11.8%, and 13.0% sit in buildings of
fifty units or more. 30.8% predates 1940 — Victorian and vernacular
frame on steep river-hill lots — with 10.8% built in the 1980s and 8.5%
in the 2000s.
The grade is the through-line. These lots give you walk-out basements with
three sides buried and one wall exposed, split entries with a half-flight
offset, and floors cantilevered or posted out over the slope — all of
them putting conditioned floor area over cold air instead of earth. The
cantilever is the worst: the joists run past the foundation, the bay ends are
unblocked, whatever batt was stuffed in has sagged, and the wind comes in
under the room. On the walk-out wall the framed portion above the concrete is
often a single batt behind paneling, and the rim joist band steps up and down
around the house instead of running level, so half of it gets missed.
The other recurring find is the 1980s addition. Peekskill houses tend to have
been added onto more than once, and the cathedral-ceilinged addition from that
era is always the same: batts pushed tight against the roof deck, no
ventilation baffle, no air channel above them. Moisture has nowhere to go and
condenses on the cold deck, staining the sheathing. Either the bays get
baffled and the fill is pulled back, or it gets closed cell against the deck
and becomes unvented, across the whole plane.
In the pre-1940 frame houses, add balloon-framed stud bays running sill to
attic and knob-and-tube that has to come out before anything goes into a wall.
Why the floor beats the attic here
An attic top-up is easy to sell and easy to install, and on a flat lot it is
usually the right first move. On a hillside the arithmetic shifts. Heat rises,
but what makes a house cold is air movement, and a house with an exposed rim
band, cantilevered bays and a walk-out wall has its biggest openings at the
bottom. Air pulled in low is pushed out high.
So we seal and insulate the rim joist all the way around, block and foam the
cantilevered bays and treat the walk-out wall before adding an inch upstairs.
Batts stapled into an open floor cavity fall out within a few winters; closed
cell to the underside of the subfloor with the rim sealed is what lasts.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Pack a leaky attic with cellulose and you have a leaky
attic with cellulose in it — the air still moves, it just moves through
something fluffier.
The Peekskill list starts low: the rim joist band at every step in the
foundation, the cantilever bay ends, the sill plate, the door and window
framing on the walk-out wall. Then the chimney chase, the top plates, the
attic hatch and the dropped soffit. In a townhouse, add the party wall
junction at the top plate: a fire separation as much as a heat one.
If a quote specifies a depth of insulation and never mentions air sealing, it
is half a job.
What insulation costs in Peekskill

air seal and insulate the attic and rim joist, $3,000 if wall
and floor insulation is added, and $2,000 more toward ENERGY
STAR windows afterwards. Note what the $3,000 tier includes: floors. On a
hillside house that is the measure you want, so it is usually the relevant
tier. The contractor must be on the Comfort Home list.
Check EmPower+ before you assume a price. At or below
80% of area median income the work is no cost up to
$14,000 downstate; moderate incomes pay half the cost up to

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Peekskill
Peekskill houses get added onto, and that matters for code: an addition is new
work, so the current numbers apply to it even though they do not apply to the
house it joins. Westchester is climate zone 4, and the
rulebook is the 2025 Energy Conservation Construction Code of New York
State, in force since 31 December 2025 and based on
the 2024 IECC.
It sets R-49 ceilings, R-30 wood-framed
walls (R-20 cavity plus R-5 continuous is the usual alternative),
R-30 floors, and R-15 continuous or R-19 cavity in basement
and crawl space walls. Those figures changed at the end of 2025, so anyone
quoting R-60 as New York code is quoting Connecticut’s. None of it
applies to the existing house. The code does not require an existing
building to be altered, only that altering an assembly not leave less
insulation than was there. ENERGY STAR recommends R-60 for a
retrofit attic in this zone, which is guidance, not law.

Our house is on a hill with a walk-out basement. Should we still start with the attic?
Often not. On a sloped lot the exposed rim band, the cantilevered floor bays
and the framed part of the walk-out wall are where the air comes in, and air
pulled in at the bottom pushes heated air out at the top. Seal and insulate
those first, top up the attic afterwards. It is also the cheaper half of the
work, which is why we say it before you buy the other half.
