More than a third of Mount Pleasant still heats with fuel oil —
36.4%, well above the inner-ring towns closer to the city. That
changes the arithmetic on an insulation job here, because oil is bought by the
gallon in lump deliveries rather than metered monthly, and what the work saves
you moves with the price.
The houses we insulate in Mount Pleasant
Mount Pleasant is a town, not a single place. It contains the villages of
Pleasantville and Sleepy Hollow, part of
Briarcliff Manor, and
the unincorporated hamlets of
Valhalla, Hawthorne and
Thornwood. Town-wide: median year built 1957, 70.5%
owner-occupied, 62.4% detached and 66.2% counting attached
houses, 28.7% built before 1940, 19.8% in the 1950s, 13.6% in
the 1960s, and 9.8% two-family.
Two layers, then, in roughly equal measure. The pre-war layer sits nearer the
rail stations: 1920s and 1930s frame houses with plaster walls, converted third
floors, and in the oldest of them balloon framing, where the stud bays run
unbroken from the sill to the attic and work as flues. Those bays have to be
dammed at the top plate before anything is dense-packed, or you have insulated a
chimney. The converted attics in this layer always have uninsulated knee walls
and sloped ceiling bays behind the finished surface.
The 1950s layer is capes, expanded ranches, split levels and raised ranches,
and the capes are the expensive mistake in this county. A cape’s upstairs rooms
are bounded by knee walls and sloped ceilings, not by the attic floor. Behind
each knee wall is an open triangular void, and the floor joist cavities run
straight under it out to the eave with nothing blocking them, so outdoor air
enters at the soffit and travels under the bedroom floor. The fix is
knee-wall air sealing plus dense-packing the slopes, not more blow on the attic
floor. The ranches and splits are simpler: roughly R-19 attics, R-11 to
R-13 walls, an attached garage with an unsealed common wall and open bays above,
and on a split a mid-level floor cantilevered over that garage.
Nearly one unit in ten here is a two-family, concentrated most heavily in
Valhalla, and that stock has its own problem: an uninsulated cellar ceiling under
a single unzoned boiler. The

We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Pack a leaky attic with cellulose and you have a leaky
attic with cellulose in it — the air still moves, it just moves through
something softer.
In an oil-heated Mount Pleasant house that also means paying attention to the
cellar, because the boiler, the tank and the distribution piping usually live
down there in an unconditioned space with an uninsulated rim joist above them.
Upstairs the list is the usual one: knee-wall backs and eave blocking in a cape,
the garage common wall in a ranch, dropped soffits, plumbing stacks, the attic
hatch, and baffles at every rafter bay. Then we insulate.
If a quote gives you a depth and never mentions air sealing, it is half a
job.
What insulation costs in Mount Pleasant

ranch with a clear attic and a garage ceiling sits in the lower half. A cape or a
pre-war house with a converted third floor sits higher, because knee-wall work,

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1
per inch and also acts as a vapor retarder, which is why it costs more and why it
is right in some assemblies and unnecessary in others. All products are
manufactured in the United States and meet applicable building code and safety
standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Mount Pleasant
Mount Pleasant is Con Edison territory for gas and
electricity, but with 36.4% of the town on oil, the useful point is that the live
incentives here are state programs rather than utility programs. Con Edison’s own
residential Weather Ready program is not accepting
applications, and Con Edison’s page tells Westchester customers to
expect news about 2027 incentives and to use NYSERDA in the meantime. The $4,000
figure still on one of its index pages is stale.
The live program is NYSERDA Comfort Home:
$2,500 to air seal and insulate the attic and rim joist,
$3,000 if wall and floor insulation is added, and
$2,000 more toward ENERGY STAR windows afterwards. The
contractor has to be on NYSERDA’s Comfort Home list and the house has to meet the
conditions of the whole package, not half of one. Households at or below 80% of
area median income should look at EmPower+: no cost up to
$14,000 downstate, or half the cost up to $7,000

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Mount Pleasant
Between the pre-1940 stock and the 1950s wave, nearly half of Mount Pleasant
was standing before 1960, before New York had an energy code at all. The current
one is the 2025 Energy Conservation Construction Code of New York
State, in force since 31 December 2025 and based on the
2024 IECC. Westchester is climate zone 4.
For new construction and additions it sets R-49 in the
ceiling, R-30 in wood-framed walls (or R-20 cavity plus R-5
continuous), R-30 in floors, and R-15 continuous or R-19 cavity in basement and
crawl space walls. Anyone quoting R-60 is quoting Connecticut’s code.
None of it applies to a house already standing. The code does not
require an existing building to be altered, only that an alteration not leave you
with less R-value than you had. ENERGY STAR recommends R-60 for a retrofit attic here, which is guidance, not law.
