20.1% of the housing in the Town of Rochester, Ulster County, was built in the 1980s, a larger share from that decade than in any other Ulster County town we cover. This is the rural town in the foothills of the Catskill Mountains, near the center of Ulster County, with its town government in the hamlet of Accord and US 209 running across it — not the City of Rochester in western New York, and nothing here describes that city.
The 851 units from the 1980s are the largest group among the town’s 4,240, and the median unit dates from 1976. 19.5% was built in 1939 or earlier, 11.7% in the 1940s and 50s, 25.4% in the 1960s and 70s, 28.7% in the 1980s and 90s and 14.8% since 2000; 56.6% predates 1980. 79.3% of units are detached houses, 4.5% sit in two-unit buildings, and 418 are mobile homes. 84.0% of occupied homes are owner-occupied. Fuel oil or kerosene heats 44.1% of homes, bottled propane 20.7%, electricity 13.9%, wood 11.6%, other fuels 6.4% and utility gas 2.5%.
The town covers 88.8 square miles. The Dutch called the area Mombaccus; Europeans first settled it in 1672, the name Rochester came with a land patent in 1703, and it became a town in 1788. Its northwestern part lies in the Catskill Park, where Palentown, Riggsville and Potterville sit, part of the Mohonk Preserve lies in its eastern part, along with part of Lake Mohonk, and Minnewaska State Park reaches into its southern section. Kerhonkson, on US 209 at the western line, is shared with Wawarsing. Mombaccus, Pataukunk and Fantinekill line Route 3; Alligerville, with its historic district listed on the National Register in 2015, and Kyserike sit near the eastern line; Tabasco, Liebhart, Mettacahonts, Mill Hook, Whitfield, St. Joseph and Granite fill in the rest.
The houses we insulate in the Town of Rochester
A 1980s house here may well be a contemporary: a cathedral ceiling over the main room, a loft above the kitchen, skylights, tall glass, and a woodstove or fireplace whose chimney passes straight up through the slope. Built with R-11 to R-19 in the walls and batts in the rafter bays, it fails where those pieces meet. Warm air rises into the peak and escapes through the chimney opening, the recessed lights in the slope, the skylight wells and the joint where the loft floor meets the exterior wall. The short knee walls around a loft often face an unheated space with nothing behind the batts. Adding insulation without closing those openings leaves the loft hot, the great room cold and the fuel bill where it was.
The 712 units from the 1970s and 363 from the 1960s are ranches, raised ranches and early contemporaries. The ranch fails across a long attic of settled fill; the raised ranch at the band joist between levels and at the garage ceiling under a bedroom; the early contemporary at a cathedral ceiling framed with rafters too shallow for real depth, where the fix may be dense-packing the bays or, when the roof is replaced, closed cell foam above or below the deck.
The 828 units from 1939 or earlier are farmhouses and hamlet houses, many enlarged over the years. Their walls usually hold nothing, their sills sit on stone, and each addition brings its own attic and its own crawl space. The 412 units from 2000–2009, 160 from the 2010s and 54 from 2020 on have full walls, and the work in them is the attic plane, the rim joist and any cathedral or loft ceiling. The 418 mobile homes start underneath, at the bottom board and the ducts it carries.
Oil, propane and wood: sealing a house with a fire in it
Almost every house in the Town of Rochester burns something. 44.1% heat with oil, 20.7% with propane and 11.6% with wood, second only to Olive among the Ulster County towns we cover, and the town has little or no utility gas service. For payback that is simple: each gallon not delivered and each cord not split is saved, and delivered fuels generally cost more for the same heat than utility gas, so sealing and insulating tends to earn its cost back sooner here than in a gas town.
For safety it takes care. A woodstove, a fireplace, and an oil or propane boiler venting into a chimney all depend on draft, the steady flow of air up the flue. A leaky house supplies that air without anyone thinking about it. Once the house is sealed, a range hood, a clothes dryer and a couple of bath fans running together can pull air back down a chimney instead, bringing smoke or flue gas with it. So after air sealing, the draft of every chimney-vented appliance should be checked with the exhaust fans running, a woodstove may need an outside-air supply, and every floor needs working carbon monoxide alarms.
The chimney itself is sealed differently from everything else. Foam and ordinary sealant never touch a masonry chimney or a metal flue. The gap where a chimney passes through a ceiling or a cathedral slope is closed with sheet metal and high-temperature sealant, and insulation is held back the clearance the chimney requires. That opening is often the single largest leak in a woodstove house, and it is the one most often left open.
We seal before we insulate
Insulation slows heat passing through the ceiling. Air rising through a hole in that ceiling takes the heat with it, and in a house with a cathedral ceiling the warmest air in the building is pressing on the leakiest part.
In a 1980s Rochester contemporary the sequence is: close the chimney opening at the slope with sheet metal and high-temperature sealant; seal the recessed lights, the bath fan and the skylight wells; seal the loft floor where it meets the exterior wall and put an air barrier behind the loft knee walls; seal and insulate the rim joist in the basement or crawl space; then insulate the knee walls, the slopes and any flat attic to depth, and check the stove’s draft once the house is tight.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in the Town of Rochester
Most of our projects run between $3,500 and $12,500. In a contemporary the number moves with the cathedral ceiling: whether the slopes can be reached from a small attic above, dense-packed from below, or foamed during a reroof, plus the loft knee walls and the chimney openings. A 1970s raised ranch is priced on its band joist, garage ceiling and attic; a farmhouse on its wall bays, sill and each addition; a mobile home on its belly and ducts.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in the Town of Rochester
The Town of Rochester, Accord and the Rochester side of Kerhonkson included, is Central Hudson electric territory, and the town has little or no utility gas service. Central Hudson customers use NYSERDA’s Comfort Home for insulation incentives, or EmPower+ if the household is income-eligible.
NYSERDA’s Comfort Home pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for Con Edison, NYSEG, Central Hudson and Orange & Rockland electric customers in market-rate one- to four-family homes. The program sets an air-sealing target of 10 air changes per hour at 50 pascals or lower, measured in most cases with a blower door before and after, and says projects that cannot reach it with a reasonable explanation still receive the full package incentive. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.
NYSERDA’s EmPower+ is for income-eligible owners and renters: at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households in our area, through an EmPower+ contractor, for a primary residence.
Both programs pay through their own participating contractors, so check eligibility and approved contractors on the MyEnergy portal. The federal insulation tax credit, Section 25C, ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and New York has no state tax credit for insulation. Code and climate in the Town of Rochester
56.6% of the town’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, so houses from the 1980s were built under an early version of it, not today’s, and the older houses under none. Ulster County is Climate Zone 6.
A new house here is governed by the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025: R-49 in ceilings, with R-38 accepted over the whole ceiling where its full uncompressed height carries out over the wall top plates at the eaves; R-30 in floors; R-15 continuous, R-19, or R-13 plus R-5 continuous on basement and crawl space walls; U-0.27 windows; and a blower door result no higher than 2.5 air changes per hour at 50 pascals, where Zones 4 and 5 allow 3.0.
Existing houses are not held to that table. Unaltered parts need not comply, New York does not require a blower door test when you insulate an existing home, and cavities the work opens up are filled to full depth. ENERGY STAR recommends R-60 for an attic with no insulation in Zones 5 and 6, and R-49 where 3 to 4 inches are already in place.

Some stoves need an outside-air supply after sealing, and every floor should have working carbon monoxide alarms. Done that way, the house burns less wood and holds the heat longer.
