Crawl Space Encapsulation in Ulster County, NY

A crawl space is either outdoors or indoors, and in Ulster County too many of them are stuck between the two: vents open to a damp summer, a sheet of plastic half covering the dirt, and sagging batts in the floor above. Crawl space encapsulation settles the question. The ground goes under a sealed Class I liner, the vents and rim joists are closed up, the walls get insulated instead of the floor, and something dries the air all year.

The county has the housing that produces crawl spaces: 25.3% of its 86,178 units were framed before 1940, when a wing, a porch or a kitchen was added over a shallow stone or block foundation rather than a full cellar, and the postwar decades added ranches and cottages set on low walls. The seasonal side of the market matters too. There are 13,073 vacant units countywide — a count that includes weekend and summer houses — and when one of those becomes a year-round home, the space under the floor is the first thing that has to change.

Where crawl space encapsulation pays in Ulster County houses

Camps and cottages taken year-round. Wawarsing holds 1,602 vacant units, the Town of Rochester 1,059, Woodstock 982 and Marbletown 866. A summer house built to be closed in October has a vented crawl space, uninsulated water lines and a floor that was never meant to hold heat. Sealing that space is what lets the plumbing stay on the warm side of the insulation and the floor stop feeling like a porch in February.

Farmhouses that grew in stages. Pre-1940 stock runs to 26.8% in Esopus, 28.6% in Marbletown, 28.9% in Wawarsing and 31.4% in Rosendale. Those houses rarely have one foundation. A stone cellar under the original block, a crawl under the 1890s ell, another under the 1950s kitchen, each with its own vents, its own dirt floor and its own way of getting damp. We price them as separate spaces and tie them together with one drying plan.

Ranches and raised ranches over a partial crawl. The 1960s and 70s are 31.0% of Olive, 29.5% of Plattekill, 26.6% of the Town of Ulster and 25.4% of the Town of Rochester. A common shape from those years is a basement under half the house and a crawl under the rest, with a doorway or a block knee wall between them. Sealing one and venting the other does not work: the two spaces share air, so they get treated as one.

Crawl spaces with the heating plant in them. Countywide, 44.9% of occupied homes heat with fuel oil or kerosene and 13.2% with propane, with propane at 24.8% in Rosendale and 23.7% in Woodstock. Where the furnace, the water heater, the tank or the duct runs sit in the crawl, sealing the space brings all of it inside the thermal envelope, which is the single biggest reason to do this job at all — and it is also why a heating contractor checks natural-draft equipment before anything is closed, because backdrafting risk rises in a sealed space.

How we do crawl space encapsulation in Ulster County

Water first, insulation second. A liner over wet ground simply keeps the water underneath it, so we look at where it is coming from before anything is sealed: gutters and downspouts discharging at the wall, ground that does not fall away six inches in the first ten feet, a spring line on a hillside lot, or a crawl floor sitting below the outside grade. Grading, drainage and waterproofing belong to the trades that do them, and that work happens before ours. In a flood hazard area the calculation changes entirely, because walls enclosing an under-floor space there need flood openings; the flood map settles it before a plan is drawn.

Then the tests. Radon is checked before a crawl space is closed and again afterwards, since sealing a space that used to be diluted by outdoor air can raise the reading; mitigation is designed by a radon contractor, and the liner is laid over the vent pipe so the system has something to draw from. The clear-out comes next: vegetation, wood forms and debris out of the under-floor space, old fallen batts and fouled material removed under containment with a HEPA insulation vacuum and bagged. Where mold has taken hold on joists or sheathing, that is remediation work for the trade that does it, and sealing a moldy surface under a coating is not a substitute.

Now the system. The liner is Class I polyethylene — 6 mil where nobody will be down there again, heavier or scrim-reinforced where someone kneels to service equipment or stores boxes, since the extra mils buy puncture resistance rather than a better perm rating. Seams lap at least six inches and are taped, piers and pipes are wrapped and sealed, and the sheet runs up the foundation wall and is fastened and sealed there or to the wall insulation. Vents are closed and sealed, the access door is insulated and weatherstripped, and the rim joist and sill get sealed and insulated, usually with closed cell foam, which follows uneven stone and block in one pass. Fiberglass and cellulose do not go against a crawl wall, because fiber holds moisture.

Last, the drying method, which is chosen at the design stage and not after the liner is down, because it decides where a drain, an outlet or a duct has to go. The code accepts a continuous exhaust fan at 1 cubic foot per minute per 50 square feet of floor, a conditioned supply at the same rate, the crawl space as a plenum in an existing house, or dehumidification sized to the maker’s specifications. Foam on the walls can stay bare only where the space is entered for repairs and maintenance alone; turn it into storage and it needs a thermal barrier over it.

What crawl space encapsulation costs in Ulster County

Rebates for crawl space encapsulation in Ulster County

Nearly the whole county is Central Hudson for electric, apart from Shawangunk, which is divided with NYSEG street by street. Both bill the System Benefits Charge, which is what qualifies a household for NYSERDA’s programs, and since gas service barely reaches beyond the city and a few river towns, most crawl space work here is quoted for an oil or propane house on the electric-side lane.

NYSERDA’s Comfort Home program pays a market-rate one- to four-family home $2,500 for sealing and insulating the attic and rim joist, or $3,000 when walls and floors join the package, through a NYSERDA-approved Comfort Home contractor. Its floor number in Climate Zone 6 is R-30, with R-19 or fill-to-capacity as the minimum, and its wall standard is R-14 overall, so a crawl space job usually lands in the second package rather than the first. The whole package has to be completed for the incentive to be paid, and Comfort Home ends when the utilities launch their replacement programs around January 2027.

EmPower+ is the route for income-eligible owners and renters: no cost up to $14,000 at the lower-income tier, half the cost up to $7,000 at the moderate tier, through an EmPower+ contractor, with 2026 Ulster County no-cost limits of $50,325 for one person and $80,160 for four, and $1,600 of federal HEAR money for air sealing, insulation and ventilation on top. Financing runs through Green Jobs–Green New York at $1,500 to $25,000 over 5, 10 or 15 years. Every one of these programs pays through its own participating contractors, so ask whoever quotes the job, us included, before you commit. Code and climate in Ulster County

Ulster is Climate Zone 6 on New York’s county table, and every county we serve sits in a moist climate, which is the argument against a vented crawl space in the first place: summer air carries moisture in and drops it on any surface below its dew point, which in a crawl space means the joists and the underside of the floor.

Under the residential code, an unvented crawl space needs two things together: exposed earth covered by a continuous Class I vapor retarder with joints lapped six inches and sealed and the edges carried at least six inches up the stem wall, and one of the four drying methods. A liner with the vents shut and nothing drying the space is not a legal unvented crawl space. Wall insulation follows the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025: R-15 continuous, R-19 cavity, or R-13 cavity plus R-5 continuous. In closed cell foam at R-6.9 to R-7.1 per inch, R-15 takes a little over two inches. Crawl walls are allowed to stay bare only where the space is vented to the outdoors and the floor above is insulated instead.

Common questions about crawl space encapsulation in Ulster County

Does an Ulster County crawl space need a dehumidifier?

It needs one of the code’s four drying methods, and a dehumidifier is the usual choice where there is no central system to borrow conditioned air from. Size it to the maker’s specification, not a rule of thumb: ratings are measured warm, and a unit rated 70 pints at 80 degrees pulls far less at 65. Crawl spaces here run cold, so the model has to be specified for low temperatures, with a drain line or condensate pump and a grounded outlet planned in.

Should the crawl space vents be closed in an Ulster County house?

Closing them is only safe as part of the whole system. Vents shut, a sealed liner, insulated walls and rim, and a drying method running year-round make an unvented crawl space the code recognizes. Vents shut with nothing else changed traps the moisture already in the space. If the house is in a flood hazard area, the under-floor walls need flood openings and the space stays vented, with the floor above insulated instead after the rim joists and penetrations are sealed.

Is a vapor barrier enough, or do I need full encapsulation?

A ground cover stops moisture rising out of the soil; it does nothing about the humid air the vents let in every summer. In a vented crawl space it is still worth having, and it cuts the vent area the code demands from 1 square foot per 150 to 1 per 1,500. But where the floor batts keep falling, the joists sweat, or the heating equipment lives down there, the sealed version is the fix. Stop the water and test for radon before either one.
