31.4% of Rosendale’s 2,793 housing units date from 1939 or earlier, second only to the City of Kingston among the Ulster County towns we cover, and the median unit was built in 1961. The town grew on natural cement. The industry began when the Delaware and Hudson Canal was being built in 1825, Rosendale cement went into the Brooklyn Bridge and the pedestal of the Statue of Liberty, and the trade declined in the early 1900s. The 877 units built before 1940 include houses from that era.
17.9% of the stock is 1940s and 50s, 18.6% is 1960s and 70s, 19.5% is 1980s and 90s and 12.6% has been built since 2000. 73.3% of units are detached houses, 8.2% sit in two-unit buildings, 5.1% in buildings of three or four, 88 are in buildings of 20 to 49 apartments and 190 are mobile homes. 71.6% of occupied homes are owner-occupied. Fuel oil or kerosene heats 52.4% of them and bottled propane 24.8%, the largest propane share of any Ulster County town we cover, with electricity at 9.6% and wood at 4.3%. Rosendale has little or no utility gas service.
The town lies in the center of Ulster County, formed in 1844 from parts of Hurley, Marbletown and New Paltz. The Rondout Creek runs through it and joins the Wallkill River by the eastern town line, and the Thruway crosses it. The Rosendale hamlet by the creek was an incorporated village centered on Main Street until voters dissolved it in 1977; Tillson lies to its south, High Falls straddles the Marbletown line, and Whiteport, Binnewater, Cottekill, Bloomington, Lefever Falls, Lawrenceville and Bruceville fill in the rest.
The houses we insulate in Rosendale
The pre-1940 houses are typically frame: two-story houses and cottages, some up-and-down two-families, many with a porch across the front and a kitchen wing at the back. Their walls are empty, their framing often runs continuously from the cellar to the attic, and their foundations are stone. Heat escapes up those wall bays, through a low attic that is hard to reach, and at a sill that has never been sealed. Knob-and-tube wiring stays on the list of suspects until we have looked, and live wiring of that kind is replaced before any wall is filled.
The 230 units in two-unit buildings and 142 in buildings of three or four are often older houses divided or built for more than one household. We scope those as whole buildings: the stair, the cellar, the floor between units and the roof over the top one run through every apartment, and sealing half the building does not hold.
The 366 units from the 1950s are capes and small ranches, losing heat at the cape’s knee walls and the ranch’s thin, settled attic. The 283 from the 1960s and 236 from the 1970s add raised ranches and split-levels, each failing at the band joist and at a garage ceiling under a bedroom. The 272 from the 1980s, 273 from the 1990s and 293 from 2000–2009 have insulated walls; the work in them is the attic plane, the top plates, the recessed lights and the basement rim joist. The 190 mobile homes are worked from underneath, at the bottom board and ductwork.
Fuel shapes the payback. Oil at 52.4% and propane at 24.8% are both delivered, and both generally cost more for the same heat than utility gas, so each unit of heat a house keeps shows up as a smaller delivery and the work pays back sooner here than in a town on gas mains. Propane equipment brings one more check: a sealed house needs its furnace or boiler venting confirmed, and a direct-vent unit with a sealed combustion air supply is the easiest to tighten around.
The old village on the Rondout: porches, kitchen wings and stone cellars
A house on or near Main Street from the cement years was rarely built all at once, and its three weakest points are usually the ones added after the main block went up.
The first is the porch. When a porch roof is framed into the front wall, the wall cavity above it often opens straight into the porch ceiling, so cold air from under the porch roof pours into the wall bays of the house and up toward the attic. We seal that connection from inside the porch ceiling or from the attic before the walls are dense-packed, or the fill has an open door behind it.
The second is the kitchen wing at the back, typically one story under a shallow shed roof with no attic to walk into. Its roof cavity is closed on all sides. The options are to dense-pack the rafter bays through small openings, to spray closed cell foam from inside when the ceiling is off, or to add rigid insulation above the deck the next time the roof is replaced. The seam where the wing meets the main house, in the wall and in the floor, gets sealed in every case.
The third is the cellar. A stone foundation is not a wall to wrap in foam; it passes moisture and needs to dry. The sill on top of it is where the air comes in, and that joint, along with the rim joist and every pipe and wire opening through the first floor, gets sealed with closed cell foam or sealant. If the cellar stays damp, that is addressed before the walls are insulated.
We seal before we insulate
Insulation slows heat passing through a wall, a floor or a roof. It does not close a gap, and an old frame house is full of them.
In an old Rosendale village house the sequence is: seal the sill, rim joist and floor penetrations in the stone cellar; close the porch roof connection into the front wall; block the tops and bottoms of the wall bays at the attic and cellar; seal the chimney gap with sheet metal and high-temperature sealant; seal the seam where the kitchen wing meets the house; dense-pack the walls once the wiring is cleared; then insulate the attic and the wing’s roof.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Rosendale
Most of our projects run between $3,500 and $12,500. In an old village house the number moves with the wall area to dense-pack, how the clapboard or plaster is opened and patched, whether the kitchen wing’s roof is done from below or at the next reroof, the porch connection and the length of sill in the cellar. A two-family is priced as one building. A 1960s raised ranch is priced on its band joist, garage ceiling and attic; a 2000s house on its attic plane and rim joist.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Rosendale
Rosendale, Tillson and the Rosendale side of High Falls are served by Central Hudson for electricity, and the town has little or no utility gas service. As a Central Hudson customer, a Rosendale owner looks to NYSERDA’s Comfort Home for insulation incentives, or to EmPower+ if the household is income-eligible.
NYSERDA’s Comfort Home pays $2,500 to seal and insulate the attic and rim joist, $3,000 when walls and floors join the package, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor, for market-rate homes on Con Edison, NYSEG, Central Hudson or Orange & Rockland electric service. It covers residential buildings of one to four units, so a two-family or a four-unit house can take part as a building, while condominiums in buildings of more than four units cannot. Knob-and-tube wiring can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.
EmPower+ is NYSERDA’s program for income-eligible owners and renters of one- to four-family households. For an Ulster County household of three, incomes at or below $67,332 qualify for air sealing and insulation at no cost up to $14,000, and incomes below $89,776 for half the cost up to $7,000, through an EmPower+ contractor.
Central Hudson’s 2025 regulatory filing also describes Boost Box do-it-yourself energy-audit kits that customers can borrow from local libraries through the Mid-Hudson Library System. Every program pays through its own participating contractors; eligibility and approved contractors are on the MyEnergy portal. The federal insulation tax credit, Section 25C, ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and New York has no state tax credit for insulation. Code and climate in Rosendale
67.9% of Rosendale’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, long after the cement-era houses and the post-war capes and ranches were standing. Ulster County is Climate Zone 6.
New houses are held to the 2025 Energy Conservation Construction Code of New York State, effective 31 December 2025: R-49 in ceilings, with R-38 accepted over the full ceiling area where it keeps its uncompressed depth over the wall top plates at the eaves; R-30 in floors; R-15 continuous, R-19, or R-13 plus R-5 continuous on basement and crawl space walls; U-0.27 windows; and air leakage of no more than 2.5 air changes per hour at 50 pascals in a blower door test, compared with 3.0 in Zones 4 and 5.
An old house is not required to meet that table. Unaltered parts need not comply, New York does not require a blower door test when you insulate an existing home, and any wall or roof cavity the work exposes must be filled to full depth with insulation of at least R-3 per inch. ENERGY STAR recommends R-60 for an uninsulated attic in Zones 5 and 6, and R-49 for one that already holds 3 to 4 inches.

Our old Rosendale house has a kitchen wing at the back with a shallow roof and no attic. Can it be insulated?
Yes, in one of three ways. The rafter bays can be dense-packed with cellulose through small openings, closed cell foam can be sprayed from inside if the ceiling is coming down anyway, or rigid insulation can go on top of the roof deck when the roof is next replaced. Whichever fits, the seam where the wing meets the main house is sealed in the wall and the floor, because that joint usually leaks more than the roof itself.
