Saugerties splits its heat almost evenly between the oil tank and the gas main: 36.5% of occupied homes burn fuel oil or kerosene and 35.8% use utility gas. Another 12.1% heat with electricity, 10.2% with bottled propane and 4.2% with wood. Most of the Village of Saugerties is on Central Hudson gas lines, and outside the village gas reaches many streets but not all, so two neighbors with the same attic can be paying for very different fuel.
The stock is old and mixed. Of the town’s 9,692 housing units, 27.6% predate 1940, 19.8% are from the 1940s and 50s, 20.9% from the 1960s and 70s, 14.2% from the 1980s and 90s and 17.5% from 2000 on; the median unit dates from 1963. 65.5% are detached houses, 8.4% sit in two-unit buildings, 8.6% in buildings of three or four and 4.2% are attached, and there are 245 mobile homes. 65.5% of occupied homes are owner-occupied. Among the Ulster County towns we cover, only the City of Kingston has a larger share of its housing in two- to four-family buildings.
We work across the whole town, village included: the village on Route 9W, Saugerties South, commonly known as Barclay Heights, Glasco and Malden-on-Hudson on the river, Eavesport and West Camp to the north, Katsbaan, Quarryville and Veteran west of the village, and Blue Mountain and West Saugerties toward Platte Clove, where part of the town lies inside Catskill Park.
The houses we insulate in Saugerties
The 2,673 units built in 1939 or earlier come out of a working town. Henry Barclay dammed the Esopus Creek around 1828 for an iron works and a paper mill, bluestone was quarried at Veteran from 1832 and shipped from Glasco, Malden and Saugerties, and Glasco had icehouses and the start of a brick industry. In a house from that era we assume balloon framing, with stud bays open from the cellar to the attic, plaster on lath, a stone foundation with an unsealed sill, and knob-and-tube wiring until we have seen otherwise. Those walls get blocked at the top and bottom before they are dense-packed, and live knob-and-tube is replaced before any insulation touches it.
The 816 units in two-unit buildings and the 836 in buildings of three or four are scoped as whole buildings. A shared stair, one cellar, a floor cavity running between apartments and one roof over the top unit make a single air path, and sealing one apartment’s share of it does little.
Saugerties also has stone older than the town itself, which was organized from the Town of Kingston in 1811. The Dubois-Kierstede Stone House went up in 1727 and is now the Kiersted House Museum, and the Katsbaan settlers built a stone Dutch Reformed Church in 1732. A privately owned house of mortared stone has no wall cavity to fill, and we do not drill it. The work is the roof or garret floor, the cellar and sill, and any later frame wing.
The 1950s built 13.3% of the town and the 1970s another 11.6%: capes, ranches and raised ranches. The cape fails at the knee wall, with no air barrier behind it, joist bays open to the eave, an unbaffled slope and a shallow flat attic above. The ranch fails across a long, low attic of settled loose-fill with open top plates and wind-washed eaves. The raised ranch leaks at the rim joist on its block wall and loses heat through the lower-level rooms half below grade.
Then the newer houses. Saugerties built 12.1% of its housing in 2000–2009, more than in any decade since the 1950s. Those walls are already full. The work in them is the air handler and ductwork in a vented attic, bath fans that dump into the attic, a room over the garage with open joist bays beneath it, and cathedral ceilings built without baffles.
Gas in the village, oil and propane beyond it
The fuel changes the payback, not the job. In a village house on Central Hudson gas, sealing and insulating lowers the monthly gas bill. In a house that burns oil or propane, the saving arrives as fewer deliveries, and because delivered fuels usually cost more than utility gas for the same heat, the same work tends to pay for itself sooner. We do not quote fuel prices; they move too much for a number to hold. Either way, a boiler or furnace keeps its combustion air when the house gets tighter, and the chimney chase is closed with sheet metal and fire-rated sealant, never foam against the flue.
If a heat pump is part of the plan, do the envelope first. New York’s heat pump program is moving to reward — and from 2028 require — a sealed and insulated house before it pays for a heat pump. A heat pump sized after the air sealing is smaller and works less in the coldest weeks, and projects in Central Hudson territory carry a higher incentive cap under that program than the standard cap elsewhere.
Near the water, look at the cellar before the attic. The Esopus Creek flooded the village in April 1910, and a cellar that has taken water needs a plan built around it: below the highest water line, only materials that tolerate wetting, such as closed cell foam or rigid foam board, and never fiberglass batts.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow cellulose over a leaky attic floor and warm, damp air still rises through every top plate, flue chase and ceiling fixture, straight into the new insulation.
In a pre-war Saugerties village house the order is: block the open stud bays at the attic and at the cellar; seal the sill where the framing meets the stone foundation; close the chimney chase, plumbing stacks, ceiling fixtures and attic hatch; then dense-pack the walls, insulate the attic floor to depth and insulate the rim. A two-family adds the stair chase and the floor cavity between apartments.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Saugerties
Most of our projects run between $3,500 and $12,500. In a village house the number moves with the count of wall bays to block and dense-pack, how the plaster or clapboard is opened and patched, the length of sill and rim, and any wiring that has to be replaced first. A two-family or a three- or four-unit building is priced as one building. A cape is priced on its knee walls and slopes, and a house built since 2000 on its attic, ducts and garage ceiling rather than its walls.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Saugerties
The whole town, village and hamlets alike, buys its electricity from Central Hudson. Most of the village is on Central Hudson gas lines, and in the rest of the town Central Hudson gas is available on many streets. In New York the electric company decides which programs a house can use, and Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for Con Edison, NYSEG, Central Hudson and Orange & Rockland electric customers in market-rate one- to four-family homes. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a Saugerties owner who wants Comfort Home money should not wait.
If your household income is under Ulster County’s EmPower+ limit, NYSERDA’s EmPower+ program can pay for air sealing and insulation — at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households in our area — through an EmPower+ contractor, and renters can apply. For a household of four in Ulster County the 2026 limits are $80,160 or less for the no-cost tier and under $106,880 for the half-cost tier.
Both programs pay through their own participating contractors, so check your eligibility and the approved contractor lists on the MyEnergy portal before you sign. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job — be wary of anyone still advertising it. Code and climate in Saugerties
68.3% of Saugerties’ housing was built before 1980. The 27.6% built in 1939 or earlier went up at least four decades before New York’s first statewide energy code took effect on 1 January 1979. Ulster County is Climate Zone 6, the only county in that zone among the New York counties we serve; Dutchess, across the Hudson from Glasco and Malden, is Climate Zone 5.
New construction follows the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. For Zone 6 its table sets R-49 ceilings, which R-38 satisfies when it covers the whole ceiling at full uncompressed height out over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and air leakage no greater than 2.5 air changes per hour at 50 pascals, tighter than the 3.0 allowed in Zones 4 and 5.
A house already standing is not pulled up to that table. Parts of the building you do not alter need not comply, no blower door test is required when you insulate an existing home, and any roof or wall cavity the work exposes is filled to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in Zones 5 and 6, and R-49 where 3 to 4 inches are already down.
