Only 3.0% of Esopus’s 4,257 housing units have been built since 2000, the smallest share of any Ulster County town we cover, and the share built in 2010 or later is 0.0%. The newest sizable group in town is the 379 units from the 1990s. Whatever we insulate in Esopus was built under an older energy code, or under none at all.
The rest of the stock divides into four eras of nearly equal weight: 26.8% built in 1939 or earlier, 19.3% in the 1940s and 50s, 25.1% in the 1960s and 70s and 25.7% in the 1980s and 90s, around a median year of 1965. 71.2% of units are detached houses, 5.2% are townhouses or duplex halves, 4.9% sit in two-unit buildings and 3.4% in buildings of three or four, and 387 are mobile homes. 84.2% of occupied homes are lived in by their owners. Fuel oil or kerosene heats 42.1% of them, utility gas 24.4%, electricity 13.5%, bottled propane 11.9% and wood 5.6%.
Esopus runs down the west bank of the Hudson River, facing Dutchess County, south of the City of Kingston. The Rondout Creek bounds it on the north and the Wallkill River on the west, and the Marlboro Mountains run through the middle, topping out at Hussey Hill, 906 feet. Port Ewen is the center of town, and with Connelly and Sleightsburgh it makes up the Kingston end of Esopus. Ulster Park, the hamlet of Esopus and West Park follow Route 9W south along the river; Rifton sits on Route 213 in the west with Dashville below it; New Salem, St. Remy and Union Center lie inland.
The houses we insulate in Esopus
The 1,141 units built in 1939 or earlier are the largest single group. The town was formed in 1811, and into the early 1950s New York Central trains still stopped at West Park, Esopus, Ulster Park and Port Ewen. A frame house from before the war usually has nothing at all in its exterior walls. Where the studs run unbroken from the sill to the rafters, every wall bay is an open channel between the cellar and the attic, so the bays are plugged at both ends before they are dense-packed, or the fill does little. Live knob-and-tube wiring is retired by an electrician before insulation goes near it.
The 238 units from the 1940s and 585 from the 1950s are mostly capes and small ranches. The cape’s trouble sits behind the upstairs bedroom walls: short knee walls with batts facing an unheated triangle of attic, and floor joists running under them to the eave with nothing to stop outside air. The ranch’s trouble is overhead, in a wide attic where the original loose fill has sunk to a few inches and the wiring holes and top plates beneath it were never sealed.
The 1970s and the 1980s built almost exactly the same amount of Esopus, 715 units and 717. The 1970s raised ranches and split-levels have thin fiberglass in the walls, a room over or beside the garage, and a band joist between levels that is open to the outdoors. The 1980s colonials and contemporaries were built with R-11 to R-13 walls and R-19 to R-30 attics; they lose air at the rim joist, the recessed lights, the attic hatch and the wall shared with the garage, and a contemporary adds a cathedral ceiling of batts with no air barrier behind the drywall.
Heat is the other half of the picture. 42.1% of Esopus homes burn fuel oil or kerosene and 11.9% burn propane, both bought by the delivery, and delivered fuel usually costs more than utility gas for the same heat. Every gallon an oil-heated house stops losing is a gallon not bought, so sealing and insulating tends to pay back sooner here than in a house on gas.
The 387 mobile homes start underneath, at the bottom board and the ducts it holds. Along the Hudson and the Rondout, a cellar that has taken on water gets the floor above it sealed and insulated rather than its walls; closed cell foam does not go on a wall that floods.
Nothing new since 2010: in Esopus, every job is a retrofit
A town that keeps building slowly replaces its leakiest houses with tighter ones. Esopus has not. With 0.0% of units dating from 2010 or later and only 128 from 2000–2009, nearly every home in the town was built before the energy codes of recent years, and any improvement in how Esopus holds its heat has to come from work on houses already standing.
That changes what the typical job looks like. The 1990s house, the easy one in a newer town, is the newest common house in Esopus, and its fiberglass has had three decades to settle; its bath fans often end in the attic. An older farmhouse may have grown a 1950s wing and a 1980s addition, each with its own attic, its own crawl space and its own seam against the original house. We scope those seams as separate items, because air moves between sections there.
It also means the best moment to insulate is often a renovation already planned. When a roof comes off or a plaster wall is opened for a new kitchen, the cavities are exposed, and New York’s code requires exposed cavities to be filled to full depth anyway. Call before the walls close.
We seal before we insulate
Insulation slows the heat that passes through a surface. It does nothing about the air that goes around it. Pour new fill over the attic floor of an old Esopus house and leave the wall bays open beneath it, and warm air keeps rising up through the walls and out through the roof as before.
In a pre-war house in Port Ewen or along Route 9W the order is: open the attic floor at the top of each exterior wall and block the stud bays; close the gap around the chimney with sheet metal and fire-rated sealant; seal the plumbing stacks, the wiring holes and the attic hatch; then go to the cellar, seal the sill where the frame meets the foundation and insulate the rim. Only after that are the walls dense-packed and the attic floor brought to depth.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Esopus
Most of our projects run between $3,500 and $12,500. In an Esopus house built before 1940 the number moves with the count of wall bays to block and fill, the length of sill and rim in the cellar, and whether an electrician has to replace live knob-and-tube before we start. A post-war cape is priced on its knee walls, eaves and slopes; a 1970s raised ranch on its garage ceiling, band joist and attic; a house with a wing and an addition section by section, the seams included.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Esopus
Esopus, Port Ewen and Rifton included, is Central Hudson electric territory, and Central Hudson gas is available on many streets in the town, though not all. In New York the electric bill decides which programs a house can use, and Central Hudson customers go to NYSERDA’s Comfort Home for insulation incentives, or to EmPower+ if the household is income-eligible.
NYSERDA’s Comfort Home pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for Con Edison, NYSEG, Central Hudson and Orange & Rockland electric customers in market-rate one- to four-family homes. Two of its rules matter in an old Esopus house: the home must meet the conditions of the entire package to earn the incentive, and knob-and-tube wiring can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.
For income-eligible owners and renters, NYSERDA’s EmPower+ pays for air sealing and insulation at no cost up to $14,000 for lower-income households, or covers half the cost up to $7,000 for moderate-income households in our area, through an EmPower+ contractor.
Both programs pay through their own participating contractors, so check eligibility and find approved contractors on the MyEnergy portal before you sign anything. The federal insulation tax credit, Section 25C, ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job; be wary of anyone still advertising it. Code and climate in Esopus
71.2% of Esopus’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, and the 1,141 units from 1939 or earlier went up four decades and more before it. Ulster County is Climate Zone 6, the only Zone 6 county among the New York counties we cover.
New homes here fall under the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. It calls for R-49 in ceilings, although R-38 is accepted over the whole ceiling where it keeps its full, uncompressed height out over the wall top plates at the eaves. Floors take R-30; basement and crawl space walls R-15 continuous, R-19, or R-13 plus R-5 continuous; windows U-0.27. And because Ulster is Zone 6, a new house may leak no more than 2.5 air changes per hour at 50 pascals, where Zones 4 and 5 allow 3.0.
None of that is imposed on an Esopus house already standing. For an existing home the code leaves unaltered parts alone, does not require a blower door test when you insulate, and asks that wall or roof cavities opened by the work be filled to full depth. ENERGY STAR recommends R-60 for an attic with no insulation in Zones 5 and 6, and R-49 where 3 to 4 inches already lie on the attic floor.

Our Port Ewen house was built before 1940 and still has its plaster. Can the walls be insulated without tearing it out?
Usually, yes, and the plaster stays. We reach the wall bays from outside, by lifting a course of siding and drilling small holes behind it, or from inside where a room is being redone anyway, and each bay is blocked at the top and bottom first so the dense-packed fill cannot drop into the cellar or rise into the attic. Before any of that, an electrician confirms there is no live knob-and-tube in those walls. A solid brick or stone wall with no cavity is left alone, and its attic, sill and cellar get the work.
