94.7% of Hamptonburgh’s 1,842 housing units are single-family detached houses, and 93.1% of occupied homes are lived in by their owners. Only 1.8% of units are in two-unit buildings and 1.9% in buildings of five to nine. The median unit dates from 1982 and the median owner-occupied home is valued at $481,700.
A third of the town went up in two decades. 33.4% of the stock is from the 1980s and 90s, and another 20.3% has been built since 2000. Before that, 16.8% predates 1940, 7.6% is from the 1940s and 50s and 21.9% from the 1960s and 70s. Fuel oil heats 61.3% of homes, utility gas 15.2%, propane 9.8%, electricity 8.6% and wood 4.2%.
So the typical Hamptonburgh job is a large colonial or contemporary from the 1980s on, heated with oil, with rooms that were never comfortable: a great room under a cathedral ceiling, a bonus room over the garage, a second floor that runs cold in January and hot in July. The older farmhouses and the houses around Campbell Hall are the rest of the work.
The houses we insulate in Hamptonburgh
The land was part of a 1703 patent assigned to Christopher Denn and others. William Bull, a stonemason who built many stone houses in the area, named it for his birthplace, Wolverhampton in England, and the town was formed in 1830 from parts of Blooming Grove, Goshen and Montgomery. Campbell Hall on NY 207 is its principal community and holds the town offices. From 1900 to about 1960 it was a railroad center, with four railroads trading freight at the large Maybrook yard nearby. The rest of the town is hamlets and farm country: the hamlet of Hamptonburgh at County Roads 8 and 51, Burnside, Neelytown, Stony Ford, Kipps, horse and dairy farms, and a part of the Village of Maybrook.
The 309 units built before 1940 include farmhouses, houses from Campbell Hall’s railroad years and some stone houses. A frame farmhouse gets its wiring checked, its sill and cellar sealed, its walls dense-packed and its attic floor brought to depth. A stone wall is different: it has no cavity, and it has to dry, so we leave the masonry alone and put the work into the attic, the chimney, the sill and any frame wing.
The 1960s and 70s left ranches, raised ranches and splits, 12.9% of the stock from the 1970s alone. Their failures are familiar: a thin layer of settled fiberglass over unsealed top plates, a bare rim joist, a cold room over the garage.
The 1980s were the busiest decade, with 320 units, and the 1990s added 296 and the 2000s 300. They are mostly two-story colonials and contemporaries, many with a two-story foyer, a great room under a cathedral ceiling and a bonus room over the garage. Their walls have batts. Their problems are in the places the batts never sealed.
With 61.3% of homes on oil, the savings from that work come off the delivery bill. Before we tighten an oil-heated house, we look at the boiler, how it gets its combustion air and how it vents, and we seal the chimney chase at the attic with sheet metal and fire-rated sealant.
Great rooms, bonus rooms and the second floor
A cathedral ceiling over a great room is a roof and a ceiling in one, with only the depth of the rafters between them. In most houses of these decades that space holds a batt, with no air barrier at the top of the wall and recessed lights or a skylight cut through it. Warm air rises to the peak and leaks out. A finished cathedral ceiling cannot be insulated from an attic, because there is none. The choices are to dense-pack the rafter bays through small openings, or to insulate from inside or on top of the roof deck when the ceiling or the roof is being redone anyway.
A bonus room over the garage is surrounded by cold on five sides: the garage below, the knee-wall attics on either side and the sloped ceiling above. The batts in the knee walls sag away from the drywall, the floor joist bays under the knee walls run open from the attic into the space over the garage ceiling, and the floor itself is exposed to the garage. We block and seal those joist bays, put an air barrier on the attic side of the knee walls, fill the floor over the garage and insulate the slopes.
Many of these houses also carry second-floor ducts, and sometimes the air handler, in the attic. There are two honest ways to deal with that. One is to seal every duct joint and the attic floor and bury the ducts in insulation. The other is to spray foam under the roof deck and bring the whole attic inside the house, which costs more but puts the ducts and the equipment in conditioned space. Which one fits depends on the attic, and we will show you both prices.
We seal before we insulate
Insulation slows heat through a surface. A leak lets air carry heat around it. A large Hamptonburgh colonial with tall walls and two-story spaces acts like a chimney, drawing cold air in low and pushing warm air out high, and attic insulation alone does not stop it.
In a 1990s colonial the order is: seal the chase above the two-story foyer where it opens into the attic, the top plates of the tall walls, the recessed lights and the attic hatch or pull-down stair; block the open joist bays under the bonus room knee walls; seal the garage ceiling and the wall between the garage and the house; seal and insulate the rim joist in the basement with closed cell foam. Then insulate the knee walls, the floor over the garage and the attic floor.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Hamptonburgh
Most of our projects run between $3,500 and $12,500. In a 1980s-to-2000s house the number follows the attic area, the air sealing at the foyer and tall walls, the bonus room and its knee walls, and whether the attic floor is sealed and insulated or the roof deck is foamed. A cathedral ceiling dense-packed through small openings adds to it. A farmhouse is priced on its walls, its wiring and its sill; a stone house on its attic, chimney and any frame wing.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Hamptonburgh
Hamptonburgh is Central Hudson territory for electricity, and Central Hudson is also the gas company. Outside Maybrook its gas lines reach only parts of the town, and many homes heat with oil, propane or electricity; most of the Village of Maybrook, which the town shares with Montgomery, is on Central Hudson gas lines. Your bill settles which you have.
The electric company sets the program lane, and Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives. In a 2025 filing with state regulators, Central Hudson also describes Boost Box do-it-yourself energy-audit kits that customers can borrow from local libraries through the Mid-Hudson Library System.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. Under the program manual, basement foundation walls insulated to at least 18 inches below grade can take the place of walls and floors in the larger package. It is for market-rate one- to four-family homes that pay the System Benefits Charge, the home must meet every condition of its package, and additions and new construction are not eligible. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait.
NYSERDA’s EmPower+ helps income-eligible owners and renters. It can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor. In Orange County a four-person household is in the no-cost tier at $80,160 or less and the half-cost tier below $106,880.
If an oil-heated house here is headed for a heat pump, note that NYS Clean Heat limits heat pump incentives to 70% of project cost in most places and up to 85% in Central Hudson territory, and the program is moving to reward, and from 2028 require, a sealed and insulated house before it pays, so insulate first. Every program pays through its own participating contractors; check eligibility and approved contractors on the MyEnergy portal before you sign. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, and New York has no state tax credit for insulation. Code and climate in Hamptonburgh
46.3% of Hamptonburgh’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, so the farmhouses and nearly all of the 1960s and 70s houses were built with no energy code at all. Orange County is Climate Zone 5.
Since 31 December 2025 new houses follow the 2025 Energy Conservation Construction Code of New York State. It calls for R-49 ceilings, with R-38 allowed across the whole ceiling where it keeps full height over the wall top plate at the eaves; R-30 continuous where all the insulation sits above the roof deck; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and air leakage of 3.0 air changes per hour or less at 50 pascals.
Insulating an existing house does not bring all of that with it. Unaltered parts need not comply and no blower door test is required, but a roof-ceiling or wall cavity the work exposes, such as a cathedral ceiling opened for repair, must be insulated to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate and R-49 where 3 to 4 inches are already down.
