Ask Orange County what it searches for and the answer is not insulation in general — it is the rim joist. That is the band of wood sitting on top of the foundation, capping every floor joist, and in this county it is usually the coldest, leakiest twenty linear feet in the house. It is also the one piece of basement insulation that pays for itself in almost any house here, whether the cellar is a 1790s fieldstone box or a poured wall under a 1990s colonial.
Basement insulation matters more where heat is expensive and delivered. Across the county 27.9% of occupied homes take their heat from an oil tank — a share that rises to 42.7% in Blooming Grove, 42.2% in the Town of Newburgh, 38.9% in Deerpark and 37.0% in Chester — and in those houses the boiler, the tank and the distribution lines all live downstairs. Every degree the basement loses is bought by the gallon.
Where basement insulation pays in Orange County houses
There are three basements in this county and they take different work. The oldest is the stone or rubble cellar under the pre-1940 stock that fills Port Jervis at 54.2%, the City of Newburgh at 49.4%, Middletown at 32.3% and Highlands at 32.0%. Those walls are irregular, the sill sits on stone that never met it flat, and no board can be pressed against them without leaving hollows.
The second is the block wall under the ranches, splits and raised ranches of the 1960s and 70s — New Windsor (31.1% of its units), Wallkill (30.8%), Mount Hope (28.7%) and Deerpark (27.5%). On Orange County’s hillsides these are often walkouts: one wall almost entirely above grade, the opposite one buried, and a rim joist that runs from buried to exposed within the same room. The third is the poured wall under the 1980s and 90s colonials that account for a third of the housing in Hamptonburgh (33.4%), Woodbury (32.6%), Chester (32.5%) and Monroe (31.4%). Flat and true, those take board as readily as foam, and they are the ones most often being finished into a family room.
The walls are the right target when the basement is heated, finished or going to be, when it holds the heating system, water heater or ducts, or when it has ever been damp — and this is a humid climate, so damp is the norm rather than the exception. The ceiling is the right target only in a dry, unheated basement with no equipment and no exposed pipes in it. Doing both rarely pays: once the walls are insulated the basement is inside the house, and ceiling work after that mostly buys quiet between floors.
How we do basement insulation in Orange County
Water is settled before anything is covered. Cracks that weep, a damp slab, white efflorescence on block, condensation on pipes, a smell that greets you at the stairs — each has a source, and insulating over it makes it worse. Gutters and grading go to a landscaper or gutter contractor, interior drains, sump pumps and crack repair to a basement waterproofing contractor, and mold on framing or foundation to a remediation company. Radon gets tested first and mitigated before the work if the number calls for it, then tested again afterward, because tightening a basement can concentrate it. Insulation that is wet, flattened or fouled by mice is ours to take out, under containment with a HEPA insulation vacuum; old pipe wrap and pebble-like vermiculite stay untouched until a licensed professional tests them.
Then the rim joist, which is where we start in most Orange County houses even when the walls wait for another year. Closed cell spray foam joins foundation, sill, rim board and subfloor into one air barrier and keeps house air off cold wood, which no batt stuffed into the bay can do. The code allows that foam to stay exposed up to 3 1/4 inches thick when it meets the density and flame-spread limits, and that thickness comes to roughly R-22 to R-23. Around an oil tank or a crowded mechanical corner, rigid board cut to each bay and sealed on all four edges does the same work in tighter quarters.
On the walls, only moisture-tolerant material touches masonry. Closed cell foam at R-6.9 to R-7.1 per inch is sprayed straight onto stone, block or concrete, filling every hollow and sealing the sill in the same pass; just over 2 inches reaches R-15. Rigid board is the alternative on flat poured walls, glued in full contact with every seam sealed and no air gap behind it. Fiberglass never goes against the foundation — it can only fill a stud wall built in front of the foam, unfaced, with the bottom plate protected and drywall held off the slab. Nothing plastic, foil or vinyl goes on the room side, because the wall has to be able to dry inward. Insulation runs from the top of the wall down to the floor, or 10 feet below grade where that comes first, and if only part can be done, the top of the wall is where it counts most. Foam on a wall then needs its thermal barrier, half-inch gypsum or an equivalent, finished or not.
What basement insulation costs in Orange County
Most of our projects run between $3,500 and $12,500. Scope is the biggest lever: rim joists alone are a small fraction of a full wall job, which is why we often quote them as a stage of their own. After that it is the foundation itself — a straight poured wall in a Monroe colonial goes fast, a rubble cellar under a Newburgh row house does not — plus wall height, how far the work has to stop for oil tanks, ducts and water lines, whether the walls also need a drywall thermal barrier, and how much failed insulation comes out first. Drainage, waterproofing, radon, remediation and framing are priced by those trades, not folded into ours. Rebates for basement insulation in Orange County
The company on your electric bill decides which programs apply. Most of the county is billed by Orange & Rockland; both Newburghs, New Windsor, Cornwall, Hamptonburgh and most of the Town of Montgomery are Central Hudson; Walden, the balance of Montgomery and part of Crawford are NYSEG. All three collect the System Benefits Charge that funds the state programs.
Rim joist work sits inside the base Comfort Home package: NYSERDA pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 when walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. Its rim joist target is R-14, and the larger package counts foundation walls insulated down to at least 18 inches below grade. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait.
EmPower+ is the income-eligible lane, open to owners and renters alike on a primary residence. In this county the low-income tier runs to $80,160 for a household of four and pays for the work outright, capped at $14,000 per project; the moderate tier reaches $106,880 and covers half the cost, capped at $7,000. Federal HEAR money inside the program adds as much as $1,600 toward air sealing, insulation and ventilation. Orange & Rockland points customers to NYSERDA’s Comfort Home and EmPower+ programs and its Sealed home-upgrade program. NYSEG has offered its own insulation and air-sealing incentive for one- to four-unit homes; ask us or NYSEG what is open when you call. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Orange County
In Climate Zone 5, under the 2025 Energy Conservation Construction Code of New York State, a basement wall enclosing heated space takes R-15 continuous, R-19 in a cavity, or R-13 cavity plus R-5 continuous. Continuous means foam or board unbroken by framing; cavity means a stud wall filled on the inside. Just over 2 inches of closed cell meets the continuous number, as does 1 inch of board behind a 2×4 wall with R-13 batts.
The rim joist has its own line in the code: an air barrier of its own, sealed joints where the rim meets the sill and the subfloor, and insulation held in permanent contact with the rim board. Two rules people get backwards are worth stating plainly. A basement wall does not need a vapor retarder — the residential code exempts it, and plastic sheeting on the room side is what traps water in the assembly. And a Class I vapor retarder is not allowed to serve as the air barrier on a below-grade wall. Foam plastic, sprayed or board, sits behind a thermal barrier such as half-inch gypsum unless it qualifies for one of the code’s exceptions, which is how rim joist foam gets to stay bare.

Common questions about basement insulation in Orange County
Is rim joist insulation worth doing on its own in an Orange County house?
Often it is the best money in the building. The rim leaks where the sill meets stone or block and where the rim meets the subfloor, and the wood there is cold all winter, which is why sealing and insulating it improves comfort even when the walls have to wait. In an oil-heated house in Blooming Grove or the Town of Newburgh it also shortens the run between deliveries. Closed cell foam does it in one pass and can stay exposed within the code’s thickness limits.
Can I use rigid foam board on my Orange County basement walls?
On a flat poured wall, yes — glued in full contact, every seam and edge sealed, with no air gap behind it and nothing plastic on the room side. On the fieldstone and rubble cellars common in the county’s older towns, board can only touch the high spots, and the hollows behind it become condensing surfaces. Those walls want closed cell foam, which follows the shape of the stone. Either way the foam needs a thermal barrier over it in the finished room.
What does it cost to insulate a basement in Orange County, and is waterproofing part of it?

Is basement encapsulation the same as basement insulation?
No, and the words get sold interchangeably. Encapsulation usually describes a waterproofing package — drainage, a sump, wall panels and a dehumidifier — which is a different trade. Insulating a basement is an assembly question: foam or board bonded to the foundation, a stud wall with unfaced batts if more R-value is needed, drywall held off the slab, and no vapor barrier on the room side. If a crawl space adjoins the basement, that space gets sealed on its own terms and treated as part of the same heated zone.
