Insulation Contractors in Palm Tree, NY

63.7% of Palm Tree’s 7,383 housing units have been built since 2000, 32.8% of them in the 2010s alone, and the median unit dates from 2005. Only 7.1% of the stock predates 1980. And almost none of it is a stand-alone house: 36.7% of units are in buildings of five to nine units, 30.3% in buildings of ten to nineteen, and 19.0% in buildings of twenty to forty-nine. The failures in a multifamily building of that era are consistent: a top-floor ceiling with settled or thin insulation and open penetrations for fans, lights and plumbing vents; floor lines where the band joist between stories was never sealed; plumbing and duct chases that run from the lowest floor to the roof; and the ceiling over any unheated space at ground level, whether a garage, a storage room or a stair.

The 2,147 units from 2000 to 2009 and the 2,418 from 2010 to 2019 went up under modern energy codes, with insulated walls. Blowing more into those walls is not the job, and anyone selling it is selling the wrong thing. What leaks in a newer building is the connections: attic hatches in top-floor hallways and closets, bath and kitchen fans ducted into the attic instead of outdoors, balconies and cantilevered floors whose joists run out through the wall, and gaps where one apartment’s plumbing wall meets the next apartment’s.

The smaller buildings are where most owner decisions are simple. The 589 units in three- and four-unit buildings and the 172 in two-unit buildings sit under one roof, where the owners can agree on the whole building. The 215 detached houses and 60 attached houses are the conventional single-owner jobs. The 164 units standing before 1940 and the older buildings from the 1950s through the 70s are a different kind of job, where we look for empty walls and old wiring before anything else.

90.4% of Palm Tree heats with utility gas. Gas is cheaper per unit of heat than oil in most years, so air sealing here is judged less by payback and more by comfort: top-floor apartments that overheat while ground-floor units stay cold, drafts along floor lines, and air moving between apartments through the same gaps that carry the heat. In the 7.4% of homes heated with electricity, every gap closed comes straight off the electric bill.

Apartment buildings and small houses: what we do in Palm Tree and what we do not

A single apartment inside a building of five or more units is not a job we can take from its occupant alone, whether that occupant rents or owns. In buildings of that size the roof, the outside walls, the attic and the floor and ceiling assemblies between apartments serve the whole building, and decisions about them belong to the building’s owner or its association. Sealing and insulating one unit’s share of a shared attic or wall does not work anyway: the air moves through the building, not through one apartment.

The whole building is a different matter. When the owner or the association of a multifamily building wants the top-floor ceiling sealed and insulated, the floor lines closed, the chases capped and the ceilings over ground-level garages and storage rooms insulated, that is work we scope and price for the building as a whole. The detached houses, attached houses and two- to four-unit buildings are ordinary work with an owner who can decide.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Add insulation over the top floor of an apartment building and leave the plumbing chases and the fan penetrations open below it, and warm air from every floor keeps rising through the new layer and out the roof.

In a Palm Tree apartment building the order runs through the building, not the apartment. Cap the plumbing and duct chases at the top floor, and seal where pipes and wires pass between apartments. Seal the attic hatches and the openings around fans, lights and vent pipes in the top-floor ceilings, and duct the fans outdoors. Seal the band joists at the floor lines that can be reached, and the ceilings over garages or storage rooms at ground level. Then insulate the attic or the top-floor ceiling to depth. In a two- to four-unit building the same sequence is shorter.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Palm Tree

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.

Insulation rebates in Palm Tree

Palm Tree gets both its electricity and its gas from Orange & Rockland, and most of the town is on Orange & Rockland gas lines. Because Orange & Rockland is the electric company, it sets the program lane: it points customers to NYSERDA’s Comfort Home and EmPower+ programs and to its Sealed home-upgrade program, and it publishes no insulation dollar amount of its own.

NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. Read its limits carefully in Palm Tree: it covers market-rate residential buildings of one to four units, not condominiums in buildings of more than four units, and not new construction or additions. In practice that means the detached houses, attached houses and two- to four-unit buildings. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so an eligible owner should not wait.

NYSERDA’s EmPower+ has the same one- to four-family limit. For income-eligible owners and renters in those buildings it can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor. Income limits by county are on the MyEnergy portal.

Neither program is the route for a building of five or more units; its owner or association should ask Orange & Rockland what applies to the building. Every program named here pays through its own participating contractors, so check eligibility and the approved contractor lists on the MyEnergy portal before signing anything.

Code and climate in Palm Tree

Only 7.1% of Palm Tree’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, so nearly every building in the town was designed with an energy code behind it. Orange County is Climate Zone 5.

The 2025 Energy Conservation Construction Code of New York State has been in force since 31 December 2025. For a new home in Zone 5 its residential table calls for R-49 ceilings, or R-38 across the entire ceiling where the R-38 reaches full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and air leakage of no more than 3.0 air changes per hour at 50 pascals.

Existing buildings are treated differently. Parts that are not altered need not comply, and no blower door test is required when you insulate an existing home, but where the work exposes a wall or roof cavity, that cavity must be insulated to full depth. For attics, ENERGY STAR recommends R-60 where there is no insulation and R-49 where 3 to 4 inches are already in place.
