Wall insulation in Orange County is mostly a question about walls that are already closed. Of the county’s 148,460 housing units, 56.8% predate 1980, and a good share of those went up before anyone put anything in a stud bay at all. The pre-1940 layer alone is 54.2% of Port Jervis, 49.4% of the City of Newburgh, 32.3% of Middletown, 32.0% of Highlands and 26.4% of Cornwall, and in those houses the siding and the plaster are staying put.
So the first job is finding out what is in there. Kill the power to an outlet on an outside wall, pull the cover plate and look into the gap beside the box with a flashlight; do it upstairs and down, and in the addition as well as the original house, because one insulated wall proves nothing about the next. A winter thermal scan finds the rest: empty bays, old blocking, the void under a window. Two findings stop the drill before it starts — pebble-like gray-brown or silver-gold fill, which may be vermiculite and is left alone until a licensed professional tests it, and wires strung on porcelain knobs and tubes.
Where wall insulation pays in Orange County houses
In the old river and rail cities the walls are the last uninsulated surface in the house, and they are also the trickiest. Balloon framing runs stud bays straight from the cellar to the attic in a lot of pre-1940 stock, so those bays need blocking at top and bottom before anything can be packed into them. Plaster and lath is the other constraint: drilling from outside can break the plaster keys, and drilling from inside raises dust in a house that almost certainly has lead paint under later coats. Where the plaster is worth keeping, the honest answer is to wait for new siding, or to air seal and leave the bays empty for now.
In the farm and village towns the wall work is often partial rather than whole-house: the postwar decade that built 20.7% of Cornwall, 17.8% of Montgomery’s units and 17.7% of the Town of Newburgh’s left capes whose knee walls are the real exterior wall of the upstairs bedrooms, and the 1960s and 70s left splits and raised ranches — that era holds 31.1% of the housing in New Windsor, 30.8% in Wallkill and 30.6% in Blooming Grove — with a bedroom wall backing onto an unheated garage and a cantilevered section that is wall and floor at once.
Houses from the 1980s and 90s, a third of the stock in Hamptonburgh and Woodbury, already have batts in their walls, and so do the newer houses that make up 63.7% of Palm Tree and 26.4% of Wallkill. There the wall conversation is about what the batts never covered: the header over a window, the corner framing, the band behind a tub on an outside wall, and the boxes that let air through the assembly. That is air sealing plus targeted fill, not a whole-house job.
How we do wall insulation in Orange County
A closed wall gets filled through holes. Roughly 1- to 2-inch holes go into each stud bay, usually about 6 inches below the ceiling, through the plaster inside or through the sheathing once a strip of siding is off. Every bay is packed to the manufacturer’s density — 3.5 to 4.5 pounds per cubic foot for cellulose, 1.8 to 2.6 for fiberglass — which is what makes dense-pack resist settling and slow air movement instead of just filling space. Bays over headers, under windows and behind blocking get their own holes, and an infrared scan confirms each one is full before anything is plugged and patched. A full 2×4 bay of cellulose comes to about R-11 to R-13. Injection foam is the other through-the-hole product, and before a hole is drilled for it we settle which product, its data sheet, its shrinkage and cure time, and what happens to any old batts in the way.
Live knob-and-tube wiring is replaced by an electrician before insulation goes anywhere near it. Water gets fixed first too, since a filled wall dries more slowly than an empty one — failed flashing, a leaking gutter line, stucco over wood framing all get attention before the fill. Wet, settled or rodent-fouled material that has to come out of a wall or a knee wall leaves under containment with a HEPA insulation vacuum; mold on framing or sheathing is a remediation company’s job before we return.
An open wall — an addition, a gut renovation, a stripped gable — is the easy case. Fiberglass or mineral wool batts get cut to fill the bay, split around wiring rather than folded, with corners, headers and the space behind electrical boxes filled and those boxes sealed to the air barrier. Open cell foam suits the irregular framing of an old house that batts never fit; closed cell goes where depth is short or the wall backs onto a garage, and any foam in living space gets its thermal barrier. And when siding comes off, the best chance the wall will ever get is continuous board over the studs: every stud is a strip of wall with no insulation in it, and framing can cost a wall assembly 25 to 40 percent of its R-value.
What wall insulation costs in Orange County
Most of our projects run between $3,500 and $12,500. On wall work the number follows the square footage and how the wall is reached: a first-floor dense-pack from inside is one price, the same wall from outside with siding off and put back is another, and gable ends or a three-story Newburgh two-family need staging. Material moves it too — batts cost least, open cell more, closed cell the most per inch — and so does prep: pulling old batts, blocking balloon-framed bays, sealing corners, headers and wiring holes, and patching plaster afterward. Rebates for wall insulation in Orange County
Walls sit in the larger of the two Comfort Home packages, so the program math is different from an attic-only job. NYSERDA’s Comfort Home pays $2,500 on the attic-and-rim package and $3,000 once walls and floors join it, through a NYSERDA-approved Comfort Home contractor. Its wall standard is a minimum overall R-14, or fill to capacity. The program is for one- to four-family homes whose owners pay the System Benefits Charge, and knob-and-tube wiring can block eligibility — which in this county’s older housing is worth checking before you plan around the money. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait.
The electric company sets the lane: Orange & Rockland for most of the county, Central Hudson for the Newburgh area, Cornwall, New Windsor, Hamptonburgh and most of the Town of Montgomery, NYSEG for Walden, the rest of that town and part of Crawford. EmPower+ is the other lane, for income-eligible owners and renters in a primary residence. It pays the whole cost, up to $14,000, where a household of four earns $80,160 or less, and half of it, up to $7,000, below $106,880. Federal HEAR money can add as much as $1,600 toward air sealing, insulation and ventilation. Orange & Rockland points customers to NYSERDA’s Comfort Home and EmPower+ programs and its Sealed home-upgrade program. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Orange County
Under the 2025 Energy Conservation Construction Code of New York State, a new wood-framed wall in Climate Zone 5 takes R-30 in the cavity, or R-20 in the cavity plus R-5 continuous, or R-13 plus R-10 continuous, or R-20 continuous on its own. No 2×4 wall reaches that alone: R-13 or R-15 batts, or about R-24 to R-25 of closed cell filling the bay, all fall short of R-30, which is why board over the studs has become part of the answer. A 2×6 bay takes R-20 to R-23 batts and still wants R-5 outside; about 4 1/4 to 4 1/2 inches of closed cell reaches R-30 with no board. Where a renovation exposes a cavity, the code asks for full-depth insulation of at least R-3 per inch, and replacing siding and windows across a whole elevation brings the continuous insulation requirement with it.
Zone 5 also changes the vapor rule, and this is where Orange County differs from the counties downriver. Faced batts or vapor retarder paint are called for on the warm side, unless the siding is vinyl, aluminum or brick veneer with an air space over plywood, OSB, fiberboard or gypsum sheathing, or the wall carries at least R-5 of board on a 2×4 or R-7.5 on a 2×6. Kraft facing burns, so it is never left exposed, and polyethylene sheeting inside a wall that is also wrapped in foil-faced board traps the assembly between two vapor retarders and needs an approved design.

Common questions about wall insulation in Orange County
Can you blow insulation into my walls without opening them?
Usually, yes. Cellulose or fiberglass is dense-packed through holes drilled into each bay, from inside through the plaster or from outside with a course of siding removed, then the holes are plugged and patched. What stops it is live knob-and-tube wiring, which an electrician replaces first, and sometimes plaster that will not survive the drilling. Balloon-framed walls, common in the county’s pre-1940 houses, need blocking at the top and bottom of the bays first so the fill has something to pack against.
Is R-13 enough for a wall in Orange County?
For a new wall, no. The state table in this climate zone asks for R-30 in the cavity, or R-20 plus R-5 continuous, or R-13 plus R-10 continuous, or R-20 continuous by itself, and an R-13 batt in a 2×4 bay meets none of those on its own. For an existing wall that has nothing in it, R-11 to R-13 of dense-packed cellulose in that same bay is still the biggest single change that wall will ever see, and it is what the retrofit programs count. The code does not require an untouched wall to be brought up to the new-construction number.
Should I use spray foam in my walls?
It depends which wall. Open cell fills the irregular, out-of-square framing of an old house that batts never fit properly, and seals as it goes. Closed cell earns its cost where depth is short, or on the wall a bedroom shares with an unheated garage. Neither goes into a finished wall — standard spray foam needs an open bay, so a closed wall is dense-packed or injected instead. Any foam in living space needs a thermal barrier such as half-inch drywall over it.
What do I do about the knee walls in my cape?
Treat the knee wall as an exterior wall, because it is one: heated room on one side, unheated side attic on the other. It needs insulation with an air barrier on the attic face, not a bare batt with its fibers open to the attic, and the joist bays running under it have to be blocked and sealed. The alternative, worth considering in the 1940s and 50s capes around Cornwall and the Town of Newburgh, is to insulate along the roof slope instead and bring the side attic inside the house.
