68.3% of Crawford’s occupied homes burn fuel oil or kerosene. Bottled propane heats another 10.3%, electricity 14.0% and wood 4.8%, and utility gas reaches just 1.5%. Crawford has little or no utility gas service, so in most houses here the heat arrives by truck, and every gallon a house stops losing through its attic, rim and cellar is a gallon it never buys. That usually makes air sealing and insulation pay back faster in Crawford than in a town on gas lines.
The town is 3,093 housing units, 82.2% of them single-family detached houses, and 76.6% of occupied homes are owner-occupied. The median home dates from 1981. The 2000s were the busiest decade, with 580 units, 18.8% of the stock, and the rest spreads across every era: 16.5% from before 1940, 9.3% from the 1940s and 50s, 23.4% from the 1960s and 70s, 28.5% from the 1980s and 90s and 22.2% since 2000. Mobile homes are 2.1% and attached houses 3.1%; buildings of twenty to forty-nine units hold 2.0% and buildings of fifty or more 2.1%.
Crawford covers 40.2 square miles in the north of Orange County, and its northern town line is the Ulster County border, partly marked by the Shawangunk Kill. Pine Bush sits in the northwest corner where Routes 52 and 302 meet. Route 302 runs south from there through Van Keuren and Thompson Ridge to Bullville on Route 17K, with Collabar also on 17K and Searsville on County Route 17, east of Thompson Ridge.
The houses we insulate in Crawford
The 9.3% from the 1940s and 50s is mostly small capes and ranches. The cape loses its heat behind its knee walls, where the second-floor joists run open to the eave and the slopes carry a thin batt or nothing. The ranch loses it across a long attic of settled loose-fill and unsealed holes, and through the rim joist sitting bare on the block.
The 1960s and 70s built 23.4% of Crawford, 14.1% in the 1970s alone: ranches, splits and raised ranches. The raised ranch leaks along its above-grade rim and through the garage ceiling under a bedroom; the split leaks at the wall between its attic levels and through a family room over a crawl space. A ranch on a vented crawl space has a cold floor and pipes at risk every January, and in an oil-heated house that crawl space is one of the first places we look.
The 1980s and 90s, 28.5% of the town, and the 2000s building wave are colonials, capes and contemporaries, most of them over a basement. Their walls came with batts. The losses are the attic plane at the top plates, recessed lights and the attic hatch; the rim joist in the basement; the bonus room over the garage; and, in the contemporaries, cathedral ceilings packed tight to the roof deck with no baffle. The 22.2% built since 2000 has full walls, so selling walls there is selling the wrong thing.
The 66 mobile homes are their own job. A manufactured home loses heat through the belly under the floor, where the insulation sags or the belly board has torn, and through a shallow roof cavity. We look underneath before we quote.
The 4.8% burning wood matters to how we seal. A tighter house changes how a wood stove and an oil boiler draw air, so the chimney chase gets sheet metal and fire-rated sealant, never foam, and we check where each appliance gets its combustion air before and after the work.
Farmhouses from the butter-capital years
Crawford was settled around 1740, split off from Montgomery in 1823, and ten years before that it had already been branded the butter capital of the world. Searsville, once called Searsburg, was the economic center and the seat of the town government until the railroad came through another part of town. The John I. Crawford Farm in Thompson Ridge was listed on the National Register of Historic Places in 1998. The 510 units built before 1940, 16.5% of the town, are those farmhouses and the older houses of the hamlets.
A Crawford farmhouse usually has walls with nothing in them behind plaster and lath, or drywall hung over the plaster later. Its frame may be heavy timber in the oldest part and balloon framing in the wing added a century later, with the stud bays open from the cellar to the attic. The cellar is often fieldstone, with the sill resting on it and daylight showing through in places. Wiring can include knob-and-tube, which gets checked before any wall is filled.
These houses were added to for generations: a kitchen ell, a summer kitchen closed in, a mudroom over a slab, a bathroom squeezed under a roof slope. Every seam where an addition meets the old house is a place the heat leaves, and every porch roof that ties into the wall opens the wall cavity to the outside. In a farmhouse heated by an oil boiler and a wood stove together, closing those seams and the cellar sill is where the first money does the most.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow a foot of cellulose over a farmhouse attic floor and leave the stud bays open at the cellar, and cold air still rises through the walls and out through the new layer, and the oil burner runs just as long.
In an oil-heated Crawford house the order starts in the cellar. Seal the sill to the foundation and the gaps in a fieldstone wall, then seal and insulate the rim joist, leaving the boiler its combustion air. Close the bottoms of open stud bays. Go up: seal the top plates and wiring holes, sheet-metal the chimney chase with fire-rated sealant, weatherstrip and insulate the attic stair or hatch, baffle the eaves, and blow the attic to depth. Then check the boiler and any wood stove for draft.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Crawford

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Crawford
Crawford’s electricity is split. Most of the town is Orange & Rockland territory; parts are NYSEG, and Pine Bush could be either. Your bill settles it. Crawford has little or no utility gas service.
Both electric companies put a Crawford house in the same state program lane. Orange & Rockland publishes no insulation dollar amount of its own; it points customers to NYSERDA’s Comfort Home and EmPower+ programs and to its Sealed home-upgrade program. NYSEG has offered its own insulation and air-sealing incentive for one- to four-unit homes; ask us or NYSEG what is open when you call.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It covers market-rate homes of one to four units that pay the System Benefits Charge, manufactured homes included, and the home must meet the conditions of the entire package. Knob-and-tube wiring in an old farmhouse can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so do not wait for next winter to ask.
Income-eligible owners and renters use NYSERDA’s EmPower+, which can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor. In Orange County a household of three is in the no-cost tier at $67,332 or less and the half-cost tier below $89,776.
If you are weighing a heat pump to get off oil, New York’s heat pump program is moving to reward, and from 2028 require, a sealed and insulated house before it pays for a heat pump, so insulate first. NYSERDA’s Green Jobs–Green New York program lends $1,500 to $25,000 over 5, 10 or 15 years, on the utility bill or as a regular monthly loan. Each program pays through its own participating contractors; check eligibility and approved contractors on the MyEnergy portal before you sign.

Code and climate in Crawford
49.3% of Crawford’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, and the farmhouses, the post-war capes and the 1960s and 70s ranches went up without it. Orange County is Climate Zone 5.
A new house in Crawford is built to the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025: R-49 ceilings, or R-38 across the whole ceiling where the R-38 keeps full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and no more than 3.0 air changes per hour at 50 pascals.
An existing house is not measured against that table. What you leave unaltered need not comply, and no blower door test is required when you insulate an existing home, though any wall or roof cavity the work exposes must be insulated to full depth. ENERGY STAR recommends R-60 for an attic with no insulation in this climate and R-49 for one that already has 3 to 4 inches.
