Insulation Contractors in Monroe, NY

The Town of Monroe divides almost exactly at 1980. The median home was built that year, 50.2% of the town’s 7,395 housing units went up before it, and the decade that followed built more than any other: 1,367 units in the 1980s, 18.5% of the town, with 12.9% more in the 1990s. Those two decades hold 31.4% of Monroe’s housing. The rest: 13.2% from before 1940, 16.6% from the 1940s and 50s, 20.4% from the 1960s and 70s and 18.4% since 2000.

73.2% of units are single-family detached houses, 8.3% are townhouses or duplex halves, and 7.0% sit in buildings of five to nine units; 81.0% of occupied homes are owner-occupied. Utility gas heats 57.6% of homes, fuel oil or kerosene 27.3%, electricity 6.5% and bottled propane 5.9%. The typical job is a house with insulated walls that still leaks through its ceiling.

The Town of Monroe today is the town as it has stood since 1 January 2019, when Kiryas Joel became the separate Town of Palm Tree, which has its own page. What remains covers 21.3 square miles of southern Orange County: the Village of Monroe on Route 17M south of Route 17, part of the Village of Harriman, part of Walton Park, Marycrest, Mountain House and Newburgh Junction, and three lakes, Round, Walton and Mombasha.

The houses we insulate in Monroe

Monroe began as Smith’s Mill, where David Smith built a grist mill on the Ramapo River in 1741 and dammed the river into what is now the Mill Pond. The community incorporated as the Village of Monroe in 1894, and on the night of 17 March 1895 a fire nearly wiped out its center. The 977 units built before 1940, 13.2% of the town, are village houses, farmhouses and houses that grew a wing at a time.

We open a pre-1940 Monroe house expecting plaster on wood lath, walls with nothing in them, and wiring that may still be knob-and-tube. The heat leaves through the attic stair and its door, often plain boards between a heated hall and a cold attic; the porch roof, whose framing leaves the wall cavity open to outside air; the gaps where the chimney passes each floor; and the sill on its stone or block foundation. The wiring gets checked before any wall is filled.

16.6% of the town dates from the 1940s and 50s, mostly capes and small ranches, and 20.4% from the 1960s and 70s, when splits and raised ranches joined them. A cape loses its heat behind the knee walls, where the bedroom floor joists run open to the eaves. A split-level loses it at the wall between its two attic levels, usually bare on the attic side. A raised ranch loses it along a rim joist that sits above grade at mid-height and through the ceiling of the garage tucked under the bedrooms.

Round Lake and Walton Lake lie in the west of the town and Mombasha Lake by its southern line, and a house near those shores often sits on a slope, with a lower level that walks out on one side or a floor over a crawl space. A vented crawl space under a heated floor means a cold floor and pipes at risk in January, so we seal and insulate its walls and bring it inside the house where the space allows.

The 18.4% built since 2000 has full walls, so the walls are not the job; the ducts, the attic hatch and any room over the garage are. The townhouses add the party wall that rises into the attic with its top left open.

57.6% of Monroe heats with gas, but 27.3% still burns oil and 5.9% propane. Oil and propane usually cost more per unit of heat than gas, so in those houses the same air sealing pays back sooner.

Monroe’s biggest wave: the 1980s and 90s colonial

The 31.4% of Monroe built in the 1980s and 90s went up with batts in the walls and a code-minimum layer on the attic floor, and their owners are surprised the house is drafty. The insulation is there. The air barrier is not. A builder of that era drilled the top plate for every wire and pipe, set recessed lights that leak straight into the attic, framed a fireplace chase open from the basement to the roof, and left a pull-down attic stair with no gasket and nothing on its back.

The two-story foyer and the family room with a cathedral ceiling are the other signatures. Beside a tall foyer the attic floor steps up, and the wall that forms the step is usually batts stapled to studs with the back open to the attic. Cathedral ceilings were packed with batts tight to the roof deck and no baffle, so soffit air washes through them. And the bedroom over the garage sits on a floor of open joist bays, with the garage below and an eave at each end.

Many of these houses also carry an air handler or ductwork in the attic, outside the insulation, with joints whose tape let go years ago, and a bare rim joist in the basement. None of it shows in a depth measurement, which is why these houses get quoted for more insulation and nothing else.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow another foot of cellulose over a 1980s attic without sealing the recessed lights and the fireplace chase underneath, and warm air keeps rising through the new layer and out the roof vents.

In a Monroe colonial the order runs: cap the fireplace chase with sheet metal and fire-rated sealant; seal the top plates, the wire and pipe holes and the step wall beside the foyer; cover the recessed lights with airtight enclosures or replace them; build a gasketed, insulated cover for the attic stair; seal the ducts; baffle the eaves and the cathedral slopes; close and fill the joist bays under the bonus room; blow the attic to depth; and finish at the rim joist in the basement.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Monroe

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.

Insulation rebates in Monroe

Every part of the Town of Monroe buys its electricity from Orange & Rockland, and the company has roots here: Monroe was the original home of the Orange and Rockland Electric Company, founded by Roscoe W. Smith, a descendant of the miller David Smith. Gas is less even. Orange & Rockland gas is widespread in the Village of Harriman and reaches only parts of the Village of Monroe, where many homes heat with oil, propane or electricity. Your bill settles which you have.

In New York the electric company decides which programs a house can use. Orange & Rockland publishes no insulation dollar amount of its own; it points customers to NYSERDA’s Comfort Home and EmPower+ programs and to its Sealed home-upgrade program.

NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for market-rate homes of one to four units that pay the System Benefits Charge. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.

Income-eligible households go to NYSERDA’s EmPower+ instead. It can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor, and renters can apply. In Orange County a two-person household falls in the no-cost tier at $59,063 or less and in the half-cost tier below $78,750.

For a larger job, NYSERDA’s Green Jobs–Green New York program offers unsecured loans of $1,500 to $25,000 over 5, 10 or 15 years, on your utility bill or as a regular monthly loan; a loan must be paid back. Each of these programs works through its own participating contractors, so check eligibility and the approved contractor lists on the MyEnergy portal before you sign.

The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and New York has no state tax credit for insulation. Every program is set out in our New York and New Jersey rebate guide.

Code and climate in Monroe

50.2% of Monroe’s housing was built before 1980. Nearly all of that went up before New York’s first statewide energy code took effect on 1 January 1979. Orange County is Climate Zone 5.

The current rulebook is the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. For a new Zone 5 house it calls for R-49 in the ceiling, with R-38 accepted over the whole ceiling where it keeps full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and no more than 3.0 air changes per hour at 50 pascals.

An existing Monroe house is not held to that table. The parts you leave unaltered need not comply, and no blower door test is required when you insulate an existing home, though a wall or roof cavity the work opens has to be filled to full depth. For attics, ENERGY STAR recommends R-60 where there is no insulation and R-49 where 3 to 4 inches are already in place.

The bonus room over our garage in Monroe is cold every winter. What fixes it?

Usually the floor, not the walls. The joist bays under a bonus room run from over the garage out past the house wall, and batts dropped into them rarely touch the subfloor, so garage air and outside air move under the room all winter. We open the garage ceiling, block and seal the ends of the joist bays, fill the bays completely, and seal the garage ceiling back up.
