42.2% of occupied homes in the Town of Newburgh burn fuel oil or kerosene. Utility gas heats 30.9%, electricity 16.9% and bottled propane 8.1%. That is a suburb of 12,352 housing units heating largely by the delivery truck, and it changes what insulation is worth here: every gallon an oil house stops losing through its attic and rim is a gallon it does not buy.
First, which Newburgh. This is the Town of Newburgh, the 47.0 square miles of hills west and north of the city, with Balmville, Gardnertown and part of Orange Lake inside it and no villages. The City of Newburgh, the 4.8-square-mile quadrant at the town’s southeast corner, became independent of the town in 1865 and is a separate municipality with its own housing and its own page: insulation in the City of Newburgh.
The town is owner-occupied and detached. 77.7% of units are single-family detached houses, 4.3% attached, 3.9% in two-unit buildings and 5.2% in three- and four-unit buildings, and 79.6% of homes are owner-occupied. The median unit dates from 1979, and the town built in waves: 17.7% in the 1940s and 50s, 24.9% in the 1960s and 70s, 25.4% in the 1980s and 90s and 22.8% since 2000. Only 9.3% predates 1940.
The houses we insulate in the Town of Newburgh
The town stayed rural into the twentieth century: 6,092 people in 1940, apple orchards across the north, dairy and vegetable farms elsewhere, and small nineteenth-century hamlets of a general store, a church, a post office and a few tradespeople’s houses. The 9.3% built before 1940 is those farmhouses and hamlet houses. We expect balloon framing, empty walls and old wiring in them, and we check the wiring before anything goes into a wall.
Then the war ended. Veterans bought homes on the G.I. Bill, farmers subdivided, and the population reached 15,547 by 1960 and passed 20,000 by 1970. The 1950s alone built 14.4% of today’s stock, the town’s single largest decade. Those are capes and ranches. The cape fails at the knee wall, with no air barrier behind it and joist bays open to the eave. The ranch fails across a long, low attic: a few inches of loose-fill settled thin, eaves wind-washed by the soffit vents, and a ceiling full of unsealed holes for the bath fan, the plumbing stack, the ceiling lights and the chimney. The 1960s added splits and raised ranches, 12.6% of the stock, with a bare rim on the block wall and a bedroom over the garage.
The boom petered out by the energy crisis of the early-to-mid 1970s, and the closing of Stewart Air Force Base in 1970 took the region’s largest employer with it. Developments such as Wedgewood Park were approved in the 1960s but not built until years later, which is worth knowing when you date a house: a street laid out in the 1960s can hold houses framed in the 1980s, with different walls and a different attic. We date the house by its framing, not its subdivision.
Building picked up again in the late 1980s as residents of New York City, Westchester and Rockland moved up, and the town became more and more a bedroom community for commuters. The 1980s and 90s colonials, 25.4% of the town, have batts in the walls and a code-minimum attic that leaks at the top plates, the attic hatch, the garage wall and the recessed lights, often with ductwork running through it. In a house heated with oil, those leaks are paid for by the gallon.
Since 2000: new houses on hilly ground
The Town of Newburgh is hilly. Fox Hill, Kings Hill and the southern tip of Marlboro Mountain all pass 750 feet, Cronomer Hill reaches 725, and the Hudson shore is mostly steep bluff. Since 2000, homes have gone up in virtually every part of the town on lots that were once considered unsuitable for building, and on this terrain many of them sit on a slope. 22.8% of the housing stock is that recent, 13.9% from 2000 to 2009 alone.
Those houses were built under modern energy codes, so their walls are full, and anyone selling you blown-in walls for one is selling the wrong thing. A house on a slope fails elsewhere. The downhill side exposes a tall foundation wall and a walkout lower level that is often finished with thin framing against cold concrete. The rim joist stands well above grade on that side, open to the wind. A house three stories tall on the downhill face pulls air in low and pushes it out high, through the attic hatch, the recessed lights and the bath fans. And the bonus room over the garage, the vaulted family room and the air handler in the attic bring their usual troubles: open joist bays under the bonus room floor, unbaffled slopes, leaky ducts outside the insulation.
So a post-2000 hillside house is a basement, rim, duct and air-sealing job. We seal and insulate the rim and the exposed foundation wall, close the floor over the garage, seal the attic plane and the ducts, and leave the full walls alone.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow another foot of cellulose over a 1950s ranch ceiling full of open penetrations and warm air still rises through the holes, carrying the oil heat with it.
In a post-war ranch in the Town of Newburgh the order is: seal the top plates and the wiring holes, close the plumbing stack and chimney chase (sheet metal and fire-rated sealant around the flue), seal and cover the attic hatch, duct the bath fan outdoors, and put baffles at every eave. Then blow the attic to depth. Then go down to the basement and seal and insulate the rim joist.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in the Town of Newburgh
Most of our projects run between $3,500 and $12,500. A 1950s ranch is priced on attic area and the number of bypasses to seal; a cape on its knee walls and slopes. A post-2000 hillside house is priced on rim footage, the exposed foundation wall, the floor over the garage and the duct work, not on walls. An older farmhouse adds wall area and wiring. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in the Town of Newburgh
The Town of Newburgh gets its electricity from Central Hudson, Balmville and Gardnertown included, and Central Hudson gas is available on many streets, not all, which helps explain the oil share. Orange Lake straddles the Montgomery line, where NYSEG also serves, so on that side the bill settles it. The City of Newburgh is Central Hudson too.
In New York the electric company sets the program lane, and Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives. NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is for market-rate one- to four-family homes that pay the System Benefits Charge on their electric bill, and the home must meet the conditions of the entire package. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.
If your household income is under Orange County’s EmPower+ limit, NYSERDA’s EmPower+ program can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor, and renters can apply. For a household of four the lines are $80,160 or less for the no-cost tier and under $106,880 for the half-cost tier.
For an oil house thinking about a heat pump: NYS Clean Heat caps its heat pump incentives at 70% of project cost, or up to 85% in Central Hudson territory, and it is moving to reward, and from 2028 require, a sealed and insulated house before it pays for a heat pump, so insulate first. NYSERDA’s Green Jobs–Green New York program offers unsecured loans of $1,500 to $25,000 over 5, 10 or 15 years, on your utility bill or as a regular monthly loan. Each program pays through its own participating contractors; check eligibility and approved contractors on the MyEnergy portal before you sign.
The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. New York has no state tax credit for insulation. The full list is in our New York and New Jersey rebate guide.
Code and climate in the Town of Newburgh
51.8% of the town’s housing was built before 1980. The post-war capes and ranches went up before New York’s first statewide energy code took effect on 1 January 1979, so no rule set their attic depth. Orange County is Climate Zone 5.
New York’s current code is the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. For a new house in Zone 5 it requires R-49 ceilings, or R-38 over the whole ceiling where it reaches full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and no more than 3.0 air changes per hour at 50 pascals.
An existing house is treated differently. The unaltered parts need not comply, and no blower door test is required when you insulate an existing home, though where the work exposes wall or roof cavities they must be filled to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate and R-49 where 3 to 4 inches are already down.
