More than half of Port Jervis was built before 1940. That is 2,110 units, 54.2% of the city’s 3,896, and the median unit dates from 1939 or earlier; 81.4% of the housing predates 1980. After 1940 the city added housing slowly: 14.0% of units are from the 1940s and 50s, 13.2% from the 1960s and 70s, 10.0% from the 1980s and 90s and 8.5% from the years since 2000.
57.4% of units are single-family detached houses. 11.2% are in two-unit buildings, 7.9% in three- and four-unit buildings, 5.6% in buildings of five to nine, 4.2% in buildings of twenty to forty-nine and 10.6% in buildings of fifty or more. Only 51.8% of occupied homes are owner-occupied, so close to half of Port Jervis households rent. Utility gas heats 79.2% of homes, electricity 13.6%, propane 2.9% and fuel oil 2.1%.
Ownership and heating fuel are the two figures to read closely here. If you rent, the decision belongs to your landlord, though income-eligible renters have a program of their own, covered below. And with nearly four homes in five on gas, the savings are measured against a gas bill, so comfort, drafts and cold rooms count for as much as the payback.
The houses we insulate in Port Jervis
Port Jervis was a canal and railroad town before it was a city. Settled around 1690 as Mahackamack, burned by Joseph Brant’s forces in 1779 and rebuilt, it grew after the Delaware and Hudson Canal opened in 1828 and took its name from the canal’s chief engineer, John Bloomfield Jervis. The Erie reached it in 1851, it became Erie’s division center between Jersey City and Susquehanna, and by 1922 more than 2,500 Erie employees made their homes here. The village became a city on 26 July 1907.
That is the city’s pre-1940 housing: largely frame houses of two and two-and-a-half stories, many of them balloon-framed, with plaster and lath inside and walls that are empty or hold a little old insulation. In a balloon frame the stud bays run unbroken from the basement to the attic, so each one works as a chimney, pulling cold air in at the sill and pushing warm air into the attic. The attic floor leaks at the chimney, the plumbing stack and the wall tops. Some have a third-floor room under the roof with knee walls and a cold, open space behind them, and a front porch roof tied into the wall. We check the wiring before anything goes into a wall; live knob-and-tube comes first.
Then the 435 units in two-unit buildings and the 308 in buildings of three and four. An up-and-down two-family has a shared stair and one basement below both apartments, and a three- or four-unit building works the same way with more floors. We scope each as one building. The stair hall, the floor cavity between apartments and the roof run through all of them, and sealing one apartment while the next stays open does not hold. Where each apartment pays its own gas bill, the savings go to the tenants and the owner sees the rest: fewer complaints, fewer cold rooms, pipes that do not freeze in an outside wall.
The 445 units built in the 1950s, 11.4% of the stock, include the capes and small ranches of the post-war years. The cape leaks behind its knee walls and at the dormer cheeks; the ranch loses heat through a low attic of settled fill over top plates that were never sealed. Units built since 2000 have insulated walls; what they need is attention at the attic plane and the rim.
Floods, ice jams and the basement
Port Jervis sits on the north bank of the Delaware where the Neversink, its largest tributary, flows in, and that has left the city subject to occasional flooding. The rivers flooded during Hurricane Diane in 1955. Ice jams have dammed the Delaware too: in 1875 ice floes destroyed the bridge to Matamoras, and in 1981 an ice floe drove the river to 26.6 feet at the Matamoras gauge, the highest crest measured there.
That history changes what goes in a basement. Fiberglass batts and cellulose hold water, and once a flood soaks them they sag, stay wet against the wood and have to come out. So in a basement that has ever taken water, we do not use them. The rim joist and the foundation walls get closed cell foam, which does not soak up water the way fiberglass does and adds a vapor retarder at the same time.

We seal before we insulate
Insulation slows heat moving through a wall or ceiling. It does nothing about air moving through a hole in one. Fill an old Port Jervis wall with cellulose and leave the stud bays open at the top and bottom, and the house still breathes like a chimney.
In a balloon-framed house the sequence starts in the basement: seal the sill where the frame sits on the foundation, close the bottoms of the stud bays, and foam the rim. In the attic, close the tops of the same bays, seal the chimney with sheet metal and fire-rated sealant, the plumbing stack and the attic hatch, and put an air barrier on the back of the third-floor knee walls. Then dense-pack the walls, and only then add depth to the attic floor.
If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.
What insulation costs in Port Jervis
Most of our projects run between $3,500 and $12,500. In a pre-1940 house the number follows the wall area to dense-pack, the stud bays to close top and bottom, the wiring, and the knee-wall spaces under the roof. A two-family or a three- or four-unit building is priced as one building, on its roof area, stair hall and floor cavities. A basement that has flooded moves the number too, because it calls for closed cell foam at the rim and walls.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.
Insulation rebates in Port Jervis
Port Jervis is Orange & Rockland territory for electricity, and most of the city is on Orange & Rockland gas lines as well.
In New York the electric company determines which programs a home can use, and Orange & Rockland publishes no insulation rebate amount of its own. It points customers to NYSERDA’s Comfort Home and EmPower+ programs and to its Sealed home-upgrade program, and links to HomeBoost for a free self-assessment.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is written for owners of one- to four-family homes who pay the System Benefits Charge, which takes in the city’s two-families and three- and four-unit buildings, but not condominiums in buildings of more than four units. It is for market-rate households, the home must meet the conditions of the whole package, and knob-and-tube wiring, which still turns up in houses this old, can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so owners who want that money should not wait.
NYSERDA’s EmPower+ is open to income-eligible owners and renters of one- to four-family homes, for a primary residence. It can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor. In Orange County a one-person household is in the no-cost tier at $51,675 or less and the half-cost tier below $68,900. It also carries federal HEAR money, up to $1,600 more for air sealing, insulation and ventilation.
These programs pay through their own participating contractors, so check eligibility and the approved lists on the MyEnergy portal before you sign. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so a 2026 job has no federal credit, and New York has no state tax credit for insulation. Code and climate in Port Jervis
81.4% of Port Jervis was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, decades after the railroad houses went up. Orange County is Climate Zone 5, and the city’s recorded temperatures run from −26°F on 14 January 1912 to 105°F on 9 July 1936.
Since 31 December 2025, new homes have been built to the 2025 Energy Conservation Construction Code of New York State: R-49 ceilings, or R-38 across the entire ceiling where it reaches full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and air leakage held to 3.0 air changes per hour at 50 pascals.
A century-old house is not held to that table when you insulate it. The parts you do not alter need not comply, New York’s code does not require a blower door test when you insulate an existing home, and any cavity the work exposes must be insulated to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate, or R-49 where 3 to 4 inches are already down.
