Soundproofing Insulation in Orange County, NY

Sound insulation gets asked about in two very different Orange County houses: the attached one, where the noise comes through a shared wall or a shared floor, and the detached one near a runway, an interstate or Route 17, where it comes through the outside wall. The county has plenty of both. Attached houses and duplex halves are 19.7% of Highlands, 13.8% of Chester, 11.2% of Wallkill, 10.2% of Montgomery and 10.1% of Woodbury, and two- to four-family buildings hold 42.2% of the units in the City of Newburgh, 21.0% in Middletown and 19.1% in Port Jervis.

Start with what insulation actually does, because it decides whether the job satisfies. Insulation absorbs sound inside a cavity; it does not block it. Filling an empty wall is worth roughly 4 to 11 points of Sound Transmission Class in the industry guideline table — about one line on the scale where 40 is the beginning of privacy and 45 is where loud speech stops being noticeable. What moves a wall further is how it is built: in one manufacturer’s current tests, a filled 2×4 wall with one layer of 5/8-inch Type X each side rates STC 35, resilient channel on one side takes it to 48, and a second row of studs takes it to 56. Where soundproofing insulation pays in Orange County houses

The densest stock in the county is also the newest. Palm Tree has a median build year of 2005, 63.7% of its units built since 2000 and 19.0% in buildings of twenty units or more, with only 2.9% detached — walls and floors between households are the normal condition there rather than the exception. Buildings of twenty-plus units are also 15.0% of the City of Newburgh, 14.8% of Port Jervis and 10.4% of Middletown. In all of those, the assemblies between units usually belong to the building owner or the association, so the first step is asking in writing what may be changed.

The old two- and three-family houses of the river and rail cities are the second group, and there the problem is almost always the floor rather than the wall: footsteps and furniture from the unit above, through joists with nothing in them. The third is the suburban house with an interior noise problem — a bonus room over the garage, a home office carved out of a 1980s or 90s colonial in Hamptonburgh, Woodbury or Chester, a music room in a converted farmhouse wing.

Exterior noise is its own case, and this county generates it: Stewart International Airport sits two miles west of Newburgh and partly inside the Town of Newburgh, where Interstate 84 and Interstate 87 also cross, while Route 17 runs the length of the county’s middle and Metro-North’s Port Jervis Line follows the west. Filling an uninsulated exterior wall and sealing it helps, and it does more for the heating bill than for the noise; windows, doors and the weight of the wall itself are what hold traffic and aircraft sound out, and those are other trades’ work.

How we do soundproofing insulation in Orange County

An open cavity gets an unfaced batt cut to fill the bay completely, mineral wool or fiberglass. Thickness matters more than density, and a batt compressed around a wire or left short at the top of a bay gives back what it bought. Where the cavity is crowded with wiring and pipes, or in a knee wall or an open-web truss floor, open cell spray foam fills what a batt cannot: it measures a noise reduction coefficient of 0.65, against 0.10 for closed cell, which is why closed cell is the wrong product to buy for quiet even though it is the right one for a rim joist.

A wall or ceiling that is already closed does not have to be stripped. Cellulose or fiberglass is dense-packed through small holes drilled in each bay, blown until the cavity is firm, and the holes are patched — the usual approach in the county’s older two-families and in a garage ceiling below a bedroom, where the code requires the fire-rated ceiling to stay intact and anything penetrating it to be protected. Set expectations with the framing, though: dense-pack fills a single-stud wall, it does not turn it into a double one.

Then the leaks, which undo more sound work than any material choice. A partition tested at STC 46 sealed drops to 36 with a 1/8-inch gap running a foot — ten points through a slot you could slide a card into. We seal inside the cavity around boxes, pipes, ducts and framing gaps with a non-hardening acoustical sealant, plug outlet boxes, and seal the base of a wall that stays closed. Outlets and recessed lights that sit back to back in the same bay want separating, which is an electrician’s job, and a duct running straight from one room to the next is a speaking tube that an HVAC contractor has to re-route. If the wall is coming apart anyway, the order is framing and decoupling first, insulation and cavity sealing next, board and its sealant last. Ask whoever hangs the board for the tested assembly, its laboratory report number and its test date — a number with no report behind it is not a number.

What soundproofing insulation costs in Orange County

Most of our projects run between $3,500 and $12,500. The insulation half of a sound job moves with how many walls, ceilings or joist bays are involved, whether the cavity is open or has to be dense-packed through drilled holes, the material and its thickness, and how much patching those holes take afterward. A single party-wall bedroom in a Woodbury townhouse and a whole floor-ceiling between two apartments in Middletown are different projects. Resilient channel, new drywall, electrical changes and duct work are priced by the trades that do them, so have each of them quote against the same tested assembly. Rebates for soundproofing insulation in Orange County

Be clear about this one: state and utility programs pay for energy work, not for quiet. If your project also insulates an exterior wall, an attic or a floor over unheated space, that part may qualify, and which program applies depends on the electric company. Orange & Rockland bills most of the county, Central Hudson the Newburgh area, Cornwall, New Windsor, Hamptonburgh and most of the Town of Montgomery, and NYSEG Walden, the rest of that town and part of Crawford — all three collect the System Benefits Charge behind the NYSERDA programs.

For market-rate homes that means Comfort Home: $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor, for one- to four-family homes, not condominiums in buildings over four units. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait. Income-eligible households use EmPower+ instead, renters included: a four-person household at or below $80,160 pays nothing, up to $14,000; one under $106,880 pays half, up to $7,000. Another $1,600 of federal HEAR money can go toward air sealing, insulation and ventilation. Code and climate in Orange County

Sound has its own code section, and in New York it depends on which code the building falls under. An apartment or condominium building under New York’s 2025 Building Code comes under Section 1206: walls, partitions and floor-ceiling assemblies between dwelling units must reach STC 50 tested in a laboratory, or a Normalized Noise Isolation Class of 45 in the field, and floor-ceilings must reach IIC 50 for impact, or a Normalized Impact Sound Rating of 45 in the field. That section also requires penetrations for piping, electrical devices and ducts to be sealed, lined or insulated so the rating survives.

Townhouses and two-family houses are different in this state: New York’s 2025 Residential Code prints the sound transmission appendix for information only, so it sets no STC requirement, and nothing in either code governs the walls inside a single home. How any of it applies to work on an existing assembly is the building official’s call, and in a condominium or co-op the association normally owns the assemblies between units.

The thermal side still applies when a sound job opens an exterior wall. Orange County is in Climate Zone 5, and under the 2025 Energy Conservation Construction Code of New York State a wood-framed wall takes R-30, or R-20 plus R-5 continuous, or R-13 plus R-10 continuous, or R-20 continuous; a cavity the work exposes is filled to full depth. Foam plastic, including open cell used for sound, sits behind a thermal barrier such as half-inch gypsum.

What is the best sound insulation for a wall?

In an open cavity, a full-thickness unfaced batt of mineral wool or fiberglass, cut to fit with no gaps; the guideline tables put thickness ahead of density, and the two fibers test within a few points of each other. In a wall already closed, dense-packed cellulose. In a bay full of wiring, open cell foam. None of them alone gets a standard 2×4 wall past about STC 35 to 45 — if the target is loud speech you cannot hear, the framing or the drywall has to change too.

Can you quiet the ceiling between floors in an Orange County two-family?

Partly, and it depends which noise. Voices and television respond well to filling the joist bays, which is worth roughly 7 to 11 STC points in wood floors that have a drywall ceiling on resilient channel. Footsteps are a different measurement, and the covering on the floor above moves it most: in one tested floor the impact rating ran from 44 with cushioned vinyl to 70 with thick carpet and pad. A rug and a dense pad upstairs is the cheapest quiet in the building.

Does sound insulation foam work?

Open cell foam does, in the mid and high frequencies — it measures a noise reduction coefficient of 0.65 at 3.5 inches, roughly what a fiberglass batt achieves in the same partition. Closed cell measures 0.10 and is sold for sealing and R-value, not for sound. Neither touches bass: the absorption of open cell falls from 0.88 at 500 Hz to 0.22 at 125 Hz, and the STC scale stops at 125 Hz. For a room built around a subwoofer, plan the framing with an acoustician first.

Can I soundproof my apartment in Middletown or Newburgh?

The work is possible; the permission is the first question. In an apartment or condominium building the walls and floor-ceilings between units usually belong to the owner or the association, so ask the board or managing agent in writing, and hand them the specific assembly with its report number and rating. In a building under New York’s building code those assemblies are required to reach STC 50 and IIC 50 when built. Inside your own unit, interior partitions and the ceiling of a top-floor apartment are usually fair game.
