Insulation Contractors in the City of Newburgh, NY

5,747 of the City of Newburgh’s 11,624 housing units were standing before 1940. That is 49.4% of the city, and the median unit dates from 1941. The 1940s and 50s added 18.3%, the 1960s and 70s 14.7%, the 1980s and 90s 13.6%, and only 4.0% has been built since 2000. Nearly every Newburgh job starts with plaster walls that have nothing behind them.

First, which Newburgh. This is the City of Newburgh, chartered in April 1865 out of the Town of Newburgh. The Hudson is its eastern edge, the Town of Newburgh wraps around it to the north and west, and Quassaick Creek forms most of its southern line with New Windsor. The city is mostly renters and small landlords. Only 35.3% of occupied homes are owner-occupied. Detached houses make up 29.1% of the stock and attached houses 5.9%, while two-unit buildings hold 20.5% and three- and four-unit buildings 21.7%, so more of Newburgh lives in two- to four-family buildings than in single houses. Buildings of five to nine units hold 4.3%, ten to nineteen 3.1%, twenty to forty-nine 3.8%, and fifty or more 11.2%, or 1,298 units. Utility gas heats 57.9% of homes, electricity 30.5% and fuel oil or kerosene 9.3%. The houses we insulate in the City of Newburgh

Newburgh grew as a river port and factory city midway between New York City and Albany, with shipyards, foundries and mills making cottons, woolens, silks and felt hats. It prospered in the Gilded Age after it became a city, and Broadway, 132 feet wide, still runs through it to the river. The 49.4% built before 1940 is the housing of that working city: single houses on narrow lots, attached houses sharing a side wall, and two- and three-family buildings with an apartment on each floor.

We open a pre-1940 Newburgh building expecting balloon framing, where the studs run unbroken from the sill to the roof and every outside wall is an open channel from the cellar to the attic. The walls are usually empty behind plaster and lath. There may still be knob-and-tube wiring in them, and the wiring gets checked and dealt with before anything goes into a wall. The sill sits unsealed on a stone or brick foundation, and the cellar air rises straight up the stud bays. Where a wall turns out to be solid brick there is no cavity to fill, and the work moves to the roof, the cellar and the openings.

The city was also a planning ground for the Gothic Revival in America, led by Newburgh native Andrew Jackson Downing with the architects Calvert Vaux and Frederick Clarke Withers. Houses in that manner put rooms under steep roofs, cross gables and dormers, which means knee walls, sloped ceilings and small attic pockets with no room to add depth. Those slopes get dense-packed from inside or the eave, or closed-cell foam where a rafter bay is too shallow for anything else.

The 1950s built 12.7% of the city, 1,474 units, much of it small capes and plain two-story houses. The cape loses its heat behind the knee wall, where the floor joists run open to the eave. The 1960s and 70s brought the urban renewal years: the historic waterfront blocks were demolished between 1970 and 1973, and residents were relocated to newer housing projects around Muchattoes Lake in the city’s interior. Those large buildings are a different kind of job, and the next section says so.

30.5% of Newburgh homes heat with electricity. In an electrically heated apartment every gap closed comes straight off the electric bill, and in the 9.3% that still burn oil the saving shows up as fewer deliveries.

Landlords, tenants and big buildings: what we do in Newburgh and what we do not

The 1,298 units in buildings of fifty or more, and most units in buildings of twenty or more, are not a job an apartment’s tenant can hire us for. The roof, the outside walls, the mechanical systems and the capital budget belong to the building’s owner or management. If you live in one and your apartment is cold, the useful call is to management.

The two- to four-family buildings are the heart of our Newburgh work, 20.5% and 21.7% of the housing, and in them the owner decides. The usual arrangement is the hard part: the landlord pays for insulation while the tenants pay the heating bills. A building that leaks at the cellar sill and the roof costs its tenants every winter and is harder to keep warm. Insulating it helps everyone who lives there, and it is the owner’s decision.

The city also has 1,289 vacant units. A building between tenants, or opened up for renovation, is the cheapest moment to fill its walls, because the finish is already off. New York’s code already requires cavities exposed by an alteration to be insulated to full depth, so do the air sealing at the same time.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow the walls of a balloon-framed three-family full and leave the stud bays open at the cellar, and cold air still rides up behind the new insulation and out at the roof.

In an old Newburgh two- or three-family the order runs from the bottom up. Seal the sill and rim in the cellar and close the bottoms of the stud bays. Seal the stair hall where it runs from the cellar door to the roof hatch, the plumbing stacks where they pass each floor, and the chimney chase, with sheet metal and fire-rated sealant at the flue. Close the top plates and the roof cavity edge over the top apartment. Then dense-pack the walls and insulate the roof cavity or attic floor to depth.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in the City of Newburgh

Most of our projects run between $3,500 and $12,500. A two- or three-family is priced as one building, because the cellar, the stair hall, the stud bays and the roof run through every apartment. What moves the number is the wall area on each floor, whether the roof over the top unit is a low-slope cavity with no attic to walk, how much knob-and-tube has to come out first, and cellar access. A single house or an attached house with one shared wall is usually a smaller scope: the knee walls or attic, the rim and the sill.

Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.

Insulation rebates in the City of Newburgh

The whole city is Central Hudson territory for electricity, and most of the City of Newburgh is on Central Hudson gas lines too. Because Central Hudson is the electric company, its customers use NYSERDA’s programs for insulation incentives: Comfort Home, or EmPower+ if the household is income-eligible.

NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It is written for market-rate buildings of one to four units, which in Newburgh means the two-, three- and four-family buildings as well as single houses; a condominium in a building of more than four units does not qualify, and knob-and-tube wiring can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so an owner who wants that money should not wait.

NYSERDA’s EmPower+ is open to income-eligible owners and renters of one- to four-family homes. It can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor. In Orange County a one-person household falls in the no-cost tier at $51,675 or less and in the half-cost tier below $68,900, and a household enrolled in a utility payment assistance program can also qualify.

NYSERDA’s Green Jobs–Green New York program lends $1,500 to $25,000 over 5, 10 or 15 years for one- to four-family properties, though not for extensive gut rehabilitation. Every one of these programs pays through its own participating contractors, so check eligibility and the approved lists on the MyEnergy portal before you sign anything.

The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and New York has no state tax credit for insulation. Each program is laid out in our New York and New Jersey rebate guide.

Code and climate in the City of Newburgh

82.4% of the city’s housing was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, so most of Newburgh’s buildings went up with no energy rule behind their walls or roofs. Orange County is Climate Zone 5.

New construction here follows the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. It asks for R-49 in the ceiling, or R-38 across the whole ceiling where that R-38 keeps its full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and air leakage no higher than 3.0 air changes per hour at 50 pascals.

An existing building is not pulled up to that table. The parts an owner leaves unaltered need not comply, and no blower door test is required when you insulate an existing home. What the code does require, when work exposes a wall or roof cavity, is that the cavity be filled to full depth. ENERGY STAR recommends R-60 for an attic with no insulation in this climate and R-49 for one that already has 3 to 4 inches.
