Crawl Space Encapsulation in Orange County, NY

Orange County houses grew in pieces. A farmhouse got a kitchen ell, a ranch got a family room, a summer camp got a back bedroom, and the addition almost never sat on the same foundation as the original. That is why so many houses here have a stone cellar under one half and a crawl space under the other, and why crawl space encapsulation comes up so often in a county of 148,460 housing units, 62.4% of them detached houses, with a median build year of 1975.

The climate settles the argument about venting. This is a moist zone, and summer air pushed through foundation vents carries water to every surface below its dew point: the underside of the subfloor, the cold face of a duct, the joist edges around a fallen batt. The result is the crawl space most people call us about — sagging insulation, damp wood, a smell that reaches the first floor. Sealing the space into the house is the fix the research supports, but only in the right order, and not in every house.

Where crawl space encapsulation pays in Orange County houses

The clearest case is the working farm belt west and south of the Wallkill, where houses are big, detached and heated by truck. Wawayanda is 89.8% single-family detached with 59.8% of homes on oil, Hamptonburgh is 94.7% detached with 61.3% on oil, Crawford 82.2% detached with 68.3% on oil, and Mount Hope 82.0% detached with 67.4% on oil and another 19.8% on bottled propane. Those houses often keep the boiler, the tank, the ducts or the water lines in the crawl space. Sealing the space puts all of it inside the heated shell instead of outside it.

The second case is age. Pre-1940 stock is 22.3% of Warwick, 21.9% of Montgomery, 20.3% of Mount Hope and 20.0% of Goshen, and an old ell over a shallow crawl usually has fieldstone or dry-laid piers, bare earth, a vent cut through the wall at each end, and whatever insulation somebody stapled up in the 1980s hanging out of the joists. The third is the 1960s and 70s ranch with a crawl under an added wing — that era is 30.8% of Wallkill, 30.6% of Blooming Grove and 28.7% of Mount Hope — where the crawl is tight, low, and holds the ductwork for half the house.

One place to slow down: a flood hazard area. Port Jervis sits at the confluence of the Delaware and the Neversink and has taken repeated flooding, some of it from ice jams damming the river, and low ground along the creeks elsewhere in the county has its own history. Where a house is in a mapped flood hazard area, the residential code requires flood openings in the walls enclosing an under-floor space, and openings and sealing do not go together. Find the flood zone before planning anything, through FEMA’s map service and the town floodplain office.

How we do crawl space encapsulation in Orange County

Water comes first, and none of it is insulation work. Ground that falls at least 6 inches over the first 10 feet, gutters and downspouts that carry roof water away from the wall, and a drain or sump where the water table calls for one all get settled before a liner is considered. Grading, drainage and sump pumps belong to a waterproofing or excavation contractor, leaks to a plumber, and those are hired and paid by you directly, because our crew never subcontracts.

Radon is next, and it matters more once a space is sealed: a vented crawl dilutes it, a closed one can concentrate it. Test the house rather than the map, mitigate before closing if the number calls for it, and test again when the work is done; where a radon system is installed, the liner is sealed over its piping so the fan has something to draw under. Then any fuel-burning equipment down there gets looked at by a heating contractor, since an oil or gas appliance that draws its combustion air through those vents cannot simply lose them.

Our part starts with clearing out: wet or fallen floor insulation, debris, and organic material, bagged under containment into a HEPA insulation vacuum, with the ground cleared as the code requires. Mold on the framing goes to a remediation company before we come back — and coating it is not a repair. Then the shell: rim joists, sill and every hole through the subfloor air sealed, vents closed and sealed, the access door insulated and weatherstripped. The walls and rim get closed cell foam or rigid board, R-15 continuous, R-19 in a cavity, or R-13 plus R-5 continuous under the New York table, which in closed cell is a little over 2 inches. Where the local termite inspector wants a strip of bare wall below the sill, we leave one.

The ground liner goes down last: a continuous Class I sheet, joints lapped at least 6 inches and taped, carried at least 6 inches up the stem wall and fastened and sealed there or to the wall insulation, with piers and pipe penetrations wrapped and sealed. The code names a class, not a thickness — 6-mil meets it, and a heavier or scrim-reinforced liner is for crawl spaces where someone will kneel at a sump, a boiler or stored boxes. Then something has to dry the air year-round, and the choice belongs in the design because it decides where a drain, an outlet or a duct has to go.

What crawl space encapsulation costs in Orange County

What moves it in this county is floor area and wall height, headroom — an 18-inch crawl under a 1790s ell takes far longer per square foot than a 4-foot crawl under a 1970s addition — the number of vents and piers, the liner weight, and how much wet material has to come out first. Orange County homes fall under three electric companies, and whichever one bills you, the state programs are the same. Orange & Rockland covers the bulk of the county; Central Hudson the Newburgh side, Cornwall, New Windsor, Hamptonburgh and most of the Town of Montgomery; NYSEG the Village of Walden, the remainder of that town and part of Crawford. Each collects the System Benefits Charge, which is the entry ticket to NYSERDA’s programs.

Crawl space work sits in the larger Comfort Home package rather than the basic one. NYSERDA’s Comfort Home pays $2,500 toward sealing and insulating the attic and rim joist, and $3,000 when walls and floors are added — the manual counts foundation walls insulated to at least 18 inches below grade in that step — through a NYSERDA-approved Comfort Home contractor. Its floor target in this climate zone is R-30, with a minimum of R-19 or fill to capacity. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait.

For income-eligible owners and renters, EmPower+ covers air sealing and insulation on a primary residence: no cost up to $14,000 for a household of four at or below $80,160 here, or half the cost up to $7,000 under $106,880, with up to $1,600 more from federal HEAR money for air sealing, insulation and ventilation. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Orange County

The county sits in Climate Zone 5. An unvented crawl space is defined by the residential code, which New York’s 2025 edition carries: it needs a continuous Class I vapor retarder over the exposed earth, lapped, sealed and run up the walls, plus one of four ways to dry the space — a continuously running exhaust fan at 1 cubic foot per minute per 50 square feet with an air path to the house, conditioned supply air at that same rate, the crawl space used as a plenum in an existing house, or dehumidification sized to the manufacturer’s specifications. A liner and closed vents with nothing drying the space is not a sealed crawl space in the eyes of the code.

The energy code lets crawl space walls go bare only where the space is vented and the floor above is insulated. Seal it, and the walls take R-15 continuous, R-19 cavity, or R-13 cavity plus R-5 continuous. Foam on those walls can stay behind an ignition barrier where the crawl is entered only for repairs and maintenance; turn it into storage and it needs a thermal barrier such as half-inch gypsum. A crawl space that stays vented is not forgotten either: with a Class I ground cover, the required vent area drops from 1 square foot per 150 square feet of floor to 1 per 1,500.

How much does crawl space encapsulation cost in Orange County?

Our part falls inside the $3,500 to $12,500 range, and where it lands depends on the square footage under the house, how much headroom the crew has, how many vents and piers there are, and how much soaked insulation and debris comes out before anything new goes in. A low ell crawl on an old Warwick farm costs more per square foot than a taller crawl under a newer addition. Does an encapsulated crawl space in Orange County need a dehumidifier?

It needs one of the four drying methods the code accepts, and in most houses here a dehumidifier is the practical one, because few crawl spaces have a duct to spare. Size it to the maker’s specification, not a rule of thumb, and pick a model rated to run cool — crawl spaces in this county sit well below room temperature, and the two units we checked list minimums of 49 and 50 degrees. Plan the drain line and a grounded outlet before the liner goes down.

Is a vapor barrier enough, or does my crawl space need full encapsulation?

A vapor seal on the ground stops moisture rising out of the soil. It does nothing about the humid summer air the vents bring in, which is what wets the joists and the batts in this climate. If the crawl stays vented, the plastic still helps and the code rewards it with a much smaller required vent area. If the crawl holds heating equipment or ducts, or the insulation above keeps failing, the sealed version is what actually changes the conditions down there.

My house has a basement and a crawl space — what happens to the crawl?

That combination is common in Orange County, where an old block sits over a stone cellar and the ell or the family room sits over a crawl. Treat them as one heated zone: the crawl gets sealed, its walls insulated and its liner sealed to the stem wall, and the doorway or opening between the two stops being a boundary. What we watch for is the seam where the addition meets the original house, which leaks more than either foundation and is usually the reason the floor above it is cold.
