Insulation Contractors in Cornwall, NY

More than a quarter of Cornwall’s housing was built before 1940: 1,414 units, 26.4% of the town’s 5,366. The busiest single decade was the 1950s, with 887 units and 16.5%, and together with the 1940s that postwar stretch holds 20.7% of the town. Then 19.1% from the 1960s and 70s, 21.2% from the 1980s and 90s and 12.6% since 2000. The median unit dates from 1963, and 66.2% of the stock predates 1980.

77.7% of units are single-family detached houses. The next largest group is less expected: 8.5% of Cornwall’s housing, 458 units, sits in three- and four-unit buildings, with 3.3% more in two-unit buildings. 76.0% of occupied homes are owner-occupied. Utility gas heats 46.7% of homes, fuel oil or kerosene 28.3%, electricity 16.0%, bottled propane 5.4% and wood 1.4%.

Cornwall runs 28.2 square miles along the western shore of the Hudson, about 50 miles north of New York City and 5 miles north of West Point. Its village, Cornwall-on-Hudson, sits in the level northeast corner sloping to the river and rises in the south to Deer Hill below Storm King Mountain. The most developed part of the town lies just southwest of the village, with Firthcliffe, named for a carpet factory on Moodna Creek, to its west, Mountainville at the mouth of Woodbury Creek, and Salisbury Mills and part of Beaver Dam Lake on the western and northwestern edges. Two large protected areas, Storm King State Park and Black Rock Forest, lie mostly within the town.

Cornwall reached the height of its prestige in the late nineteenth century as a rural retreat and health resort for New Yorkers, who came by railroad and steamboat for the mountain air. The writer Nathaniel Parker Willis bought land and built a country home he called Idlewild, now the name of an avenue near the river, and the young Winslow Homer spent summers painting in Mountainville, then called Ketcham Town. The 26.4% of the town built before 1940 includes houses from that era, older farmhouses, and stone houses such as the Carvey–Gatfield House on Angola Road, built around 1805.

We treat a pre-1940 frame house as balloon-framed until we have seen inside: empty walls behind plaster, a cellar sill open on its stone foundation, and often several roof planes and a porch. Stone houses are another case: the walls are solid and are left alone, and the work moves to the attic, the chimney and any frame wing.

The 1950s built 16.5% of the town, capes and ranches mostly. A cape of that decade fails at the knee wall, and its dormers are framed with cheek walls that are thin, often uninsulated, and open at the top into the attic behind. A 1950s ranch in Cornwall may sit on a slab or over a crawl space rather than a basement, and in either case the floor edge is where the cold comes in.

The 1980s built 15.1% of Cornwall, colonials and contemporaries for the most part, and a contemporary of that decade is the cathedral-ceiling house: a roof slope packed with batts against the deck, no room for ventilation, clerestory windows and skylights cut through it, and a lofted bedroom whose knee walls face a sliver of attic. Those slopes are often the right place for closed-cell foam, because it gives the most R-value per inch in a rafter bay that also has to be airtight.

28.3% of Cornwall heats with oil and 5.4% with propane, and in those houses the saving from air sealing comes back as fewer deliveries. In the 16.0% heated with electricity, sealing comes straight off the electric bill. Wood heats 1.4% of homes, so around a stove chimney we use sheet metal and fire-rated sealant, never foam.

Houses built for summer boarders

After the Civil War, summer boarders from New York City began coming to Cornwall, and the town offered numerous boarding houses. The Oliver Brewster House on Willow Avenue was a mid-nineteenth-century farmhouse expanded and renovated as a boardinghouse. Samuel Brooks built a farmhouse on Pleasant Hill Road north of Mountainville around 1860 and adapted it for boarders who wanted to be near Schunemunk Mountain. Both have been on the National Register of Historic Places since 1996.

A house expanded for summer guests was built for July, not January. Additions of that kind tend to be framed to hold bedrooms, not heat: a rear wing on shallow footings, a third floor pushed up under a raised roof, sleeping porches later glassed in and used as rooms, and big windows placed for cross breezes. Each addition has its own roof, its own little attic or none, and its own seam against the older house. An enclosed porch often sits on the original porch floor, with open air beneath it.

So we treat such a house as several buildings. We find each roof and each floor over open air, seal the seams between sections first, insulate the underside of any room built over a porch, close off the eaves of the third floor, and fill the walls of each section once the wiring in it has been checked. The order is the same everywhere in the house; the scope is set section by section.

We seal before we insulate

Insulation slows heat moving through a surface. It does nothing about air moving through a gap. Blow the main attic of a Cornwall boardinghouse-era house full and leave the rear wing’s seam and the enclosed porch floor open, and the house keeps pulling cold air in along those joints.

In an old Cornwall house the order runs: check the wiring and resolve any live knob-and-tube; seal the cellar sill and the bottoms of the stud bays; seal the joints between the main house and each addition; close and insulate the floor of any room over a porch or crawl space; seal the tops of the walls, the chimney and the attic stair; dense-pack the walls; then insulate each attic and slope to depth.

If a quote specifies a depth of insulation and never mentions air sealing, it is half a job.

What insulation costs in Cornwall

Most of our projects run between $3,500 and $12,500. An old house that grew in sections is priced by section: its wall area, the number of separate roofs and attics, the floors over porches and crawl spaces, and the wiring we find. Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1 per inch and also acts as a vapor retarder, which is why it costs more and why it is right in some assemblies and unnecessary in others. All products are manufactured in the United States and meet applicable building code and safety standards. ENERGY STAR says sealing air leaks and adding insulation can save up to 10% on annual energy bills.

Insulation rebates in Cornwall

Cornwall is Central Hudson territory for electricity and for gas, the village of Cornwall-on-Hudson included, and Central Hudson gas is available on many streets, not all. Two hamlets cross the town line into Blooming Grove, which is Orange & Rockland territory: Salisbury Mills and Beaver Dam Lake. On those streets the bill settles which company you have.

In New York the electric company sets the lane, and Central Hudson customers use NYSERDA’s Comfort Home, or EmPower+ if income-eligible, for insulation incentives. NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. It covers market-rate buildings of one to four units that pay the System Benefits Charge, which can take in Cornwall’s two-, three- and four-unit houses. Knob-and-tube wiring can block eligibility. Comfort Home is open in 2026 and closes when the new utility programs start around January 2027, so a homeowner who wants Comfort Home money should not wait.

The program’s manual also shows what a finished job should look like: an attic of R-40 overall with at least R-49 in the field, or filled to capacity; rim joists at R-14, with closed-cell foam required if two-part spray foam is used there; walls at R-14 overall or filled to capacity; and floors at R-30 in this climate zone.

If your household income is under Orange County’s EmPower+ limit, NYSERDA’s EmPower+ program can pay for air sealing and insulation at no cost up to $14,000 for lower-income households, or half the cost up to $7,000 for moderate-income households, through an EmPower+ contractor, and renters can apply. For a household of two the lines are $59,063 or less and under $78,750.

For oil and propane homes thinking about a heat pump, NYS Clean Heat allows heat pump incentives of up to 85 percent of project cost in Central Hudson territory, against a 70 percent cap in most other places, and the program is moving to reward, and from 2028 require, a sealed and insulated house before it pays, so insulate first. Each program pays through its own participating contractors; check eligibility and the approved lists on the MyEnergy portal before you sign. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job, and New York has no state tax credit for insulation. Code and climate in Cornwall

66.2% of Cornwall was built before 1980. New York’s first statewide energy code took effect on 1 January 1979, long after the boardinghouse years and the 1950s capes. Orange County is Climate Zone 5.

New homes now follow the 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025. In Zone 5 the code sets R-49 ceilings, or R-38 over the whole ceiling where it holds full height over the wall top plate at the eaves; R-30 floors; basement and crawl space walls at R-15 continuous, R-19, or R-13 plus R-5 continuous; U-0.27 windows; and a limit of 3.0 air changes per hour at 50 pascals.

Insulating a house that already stands does not put the rest of it under that table. Unaltered portions need not comply, no blower door test is required when you insulate an existing home, and a wall or roof cavity opened by the work must be insulated to full depth. ENERGY STAR recommends R-60 for an uninsulated attic in this climate and R-49 where 3 to 4 inches are already in place.

Our Cornwall house was enlarged long ago with a glassed-in porch that is always cold. Can it be fixed?

Usually. An enclosed porch is typically the original porch floor with open air or a shallow crawl space under it, thin walls and a roof with little depth. We seal the joint where the porch meets the house, insulate and air seal the floor from below, fill the walls if they have cavities, and use closed-cell foam in a roof too shallow for anything else.
