If your mail says Hartsdale, you might live in a 1960s co-op beside the
station or in a 1950s cape in unincorporated Greenburgh. Different buildings,
different problems, and nobody explains the difference. Here it is.
The houses we insulate in Hartsdale
Hartsdale has no borders of its own. It is an unincorporated hamlet inside the
Town of Greenburgh, and there
are effectively two of it. The Census-defined Hartsdale is small —
1,303 housing units — and it is the apartment and co-op
core around the station: 29.0% in buildings of 50 or more,
28.1% built in the 1960s, 20.3% before 1940, 81.3%
owner-occupied and only 35.3% detached. The postal Hartsdale, ZIP 10530,
is much larger, mostly single-family, and all of it Greenburgh.
Take the co-op core first. Owner-occupancy of 81.3% where a third of units
sit in large buildings means co-ops, not rentals, which changes who decides.
Three findings repeat. A through-wall AC
sleeve under each window: a metal box through the masonry, the gap
around it unsealed and the drain slot open to outdoors, so every sleeve is a hole
in the wall in January. A low-slope roof over the top-floor
ceiling with little or nothing above the deck and no attic to work in. And
shafts — stair, elevator, trash — running the full
height, so warm air leaves at the top and cold air is pulled in at the lobby.
Top-floor apartments overheat, lower ones stay cold, and nothing done inside one
apartment fixes a building-scale stack.
Now the single-family side, which is most of the mail. That is Greenburgh’s
post-war belt: 1950s capes and ranches with roughly R-19 attics and R-11
to R-13 walls. A cape’s upstairs rooms are bounded by knee walls and
sloped ceilings, not the attic floor. Behind each knee wall is an open triangular
void, and the floor cavities run under it out to the eave unblocked, so outdoor
air enters at the soffit and travels beneath the bedroom. Knee-wall sealing and
dense-packed slopes fix that. More depth on the attic floor does not.
We seal before we insulate
Insulation slows heat moving through a surface. It does nothing about air
moving through a gap. Pack a leaky attic with cellulose and you have a leaky
attic with cellulose in it — the air still moves, it just moves through
something softer.
In an apartment that is nearly the whole job: the sleeves, the window
perimeters, and the gaps where pipes and conduit pass through demising walls. In
a house, eave blocking behind the knee walls, the soffits, the hatch and the top
plates. Then we insulate.
If a quote gives you a depth and never mentions air sealing, it is half a
job.
What insulation costs in Hartsdale
Most of our projects run between $3,500 and $12,500, and
Hartsdale spreads across all of it. Sealing the sleeves and window perimeters in
an apartment is a small, high-return job at the bottom. A cape sits well up the
range, because knee-wall voids, blocked floor cavities and dense-packed slopes
are hand work in tight spaces.
Open cell foam runs R-3.9 to R-4.2 per inch. Closed cell runs R-6.9 to R-7.1
per inch and also acts as a vapor retarder, which is why it costs more and why it
is right in some assemblies and unnecessary in others. All products are
manufactured in the United States and meet applicable building code and safety
standards. After air sealing and insulating, homeowners typically save 20% or
more on heating and cooling.
Insulation rebates in Hartsdale
Which Hartsdale you are in shapes the rebate route as much as the work. The
utility does not: Con Edison for gas and electricity either way.
Con Edison’s residential Weather Ready program is not
accepting applications, and its own page tells Westchester customers to
expect news about 2027 incentives and to use NYSERDA meanwhile. The $4,000 figure
still on one of its index pages is stale.
The live program is NYSERDA Comfort Home:
$2,500 to air seal and insulate the attic and rim joist,
$3,000 if wall and floor insulation is added,
$2,000 more toward ENERGY STAR windows afterwards. The
contractor must be on NYSERDA’s Comfort Home list and the house must meet the
conditions of the whole package — simple enough on a single-family
Hartsdale address, a conversation with your board in the co-op core. At or below

The federal Section 25C tax credit ended for anything placed in service after
31 December 2025. There is no federal insulation credit on a
2026 job.
Code and climate in Hartsdale
Nearly half the Census-defined hamlet was built before 1940 or in the 1960s,
so almost none of it went up under an energy code. The current one is the
2025 Energy Conservation Construction Code of New York State, in
force since 31 December 2025 and based on the 2024 IECC.
Westchester is climate zone 4A.
For new construction and additions it sets R-49 in the
ceiling, R-30 in wood-framed walls, R-30 in floors, and R-15
continuous or R-19 cavity in basement walls. Anyone quoting R-60 is quoting
Connecticut’s code. None of it applies to a building already
standing — the code does not require an existing building to be
altered, only that an alteration not leave less R-value than you had. The
Department of Energy separately recommends R-60 for a retrofit attic here, which
is guidance, not law.

Yes, but be realistic. The through-wall AC sleeves and window perimeters are
yours to fix and they are the biggest holes you control; sealing them is cheap
and you feel it. The roof and the shafts driving the stack effect are the
building’s, and nothing inside your unit substitutes for them.
