Orange County heats by truck more than most of the Hudson Valley. Fuel oil is the main heat in 27.9% of occupied homes against 47.0% on utility gas, and west of the Wallkill the ratio flips: oil heats 68.3% of Crawford, 67.4% of Mount Hope, 61.3% of Hamptonburgh and 59.8% of Wawayanda, with bottled propane taking another 19.8% of Mount Hope and 17.1% of Deerpark. A house on a delivery schedule feels every leak in the shell, which is why spray foam insulation gets searched for here by owners who already know the fuel bill by heart.
The stock it goes into is overwhelmingly owner-decided: 62.4% of the county’s 148,460 housing units are single-family detached, 68.4% of occupied units are owner-occupied, and the median unit dates from 1975. That median sits right where the county’s two big building waves meet: the 1960s and 70s account for 22.3% of units, the following two decades for 22.9%, and another 20.2% was standing before 1940. Each of those three layers fails in a different place, and only some of those places are worth foam.
Where spray foam insulation pays in Orange County houses
Foam earns its price where air sealing and insulation have to happen in the same pass, where there is no depth to work with, or where moisture rules out fiber. In the county’s oldest layer that spot is the sill and rim. Farmhouses and village houses sit on fieldstone and rubble foundations whose top course never meets the framing squarely, and no batt ever cut fits that line. Closed cell sprayed across the sill, rim board and joist ends seals and insulates rough masonry in one pass. That is the everyday job in Crawford, where 16.5% of units predate 1940, in Warwick at 22.3%, Montgomery at 21.9%, Goshen at 20.0% and Mount Hope at 20.3%.
The 1960s and 70s left raised ranches and splits. Those two decades supplied 31.1% of the units in New Windsor, 30.8% in Wallkill and 30.6% in Blooming Grove. Their weak points are all foam work: a rim joist left bare above a walkout wall, the underside of a cantilevered overhang, and the garage ceiling below a bedroom, where closed cell gives both the R-value and the air barrier in a shallow bay.
The 1980s and 90s built colonials and contemporaries with cathedral ceilings and bonus rooms. Hamptonburgh is 33.4% that vintage, Chester 32.5% and Woodbury 32.6%. A cathedral rafter bay has no attic above it and no room to spare: R-49 takes roughly 7 inches of closed cell against 11 3/4 to 12 1/2 inches of open cell, and a 2×8 rafter is 7 1/4 inches deep. Shallow rafters are why those ceilings and the roof decks of lake and river houses converted from summer use get closed cell rather than fiber.
Three places in Orange County usually do not want foam. An open, dry vented attic floor takes blown-in cellulose or fiberglass for far less money. A finished wall that is still closed gets drilled and dense-packed instead. And a floor over a dry, vented crawl space can take batts tight to the subfloor once the air sealing is done. Most houses here end up with both kinds of work: foam at the rim, the roof line and the crawl walls, fiber across everything open.
How we do spray foam insulation in Orange County
Before any hose comes off the truck we look at what the foam has to stick to. Wood must be clean and dry — one manufacturer’s limit is 18 percent moisture content, and no spraying within 5 degrees of the dew point — so roof leaks and wet sills are fixed by the trades that own them first. In the pre-1940 belt we also check the wiring: active knob-and-tube has to be replaced before a cavity is insulated, and it turns up regularly in Port Jervis, where 54.2% of the housing predates 1940, and in the City of Newburgh at 49.4%.
Old material comes out before new goes on. Wet, settled or rodent-fouled insulation is bagged under containment with a HEPA insulation vacuum and the deck is cleaned, because foam bonds to sheathing and framing, not to batts. Mold growing on framing or sheathing belongs to a remediation company, not to us. Vermiculite stays undisturbed until a licensed lab tests it.
Then the house empties. Heating and cooling equipment is shut down and vents in the work area are sealed, floors and finishes are masked, and only the crew in respirators and protective clothing stays; re-occupancy is typically 24 hours, and we name the product’s own figure before the job. Each pass stays inside the product’s maximum thickness with the required wait between lifts, which matters most in thick pockets at rim joists and corners, where trapped reaction heat ruins foam. A torn test patch that fails within the foam itself, leaving residue on the wood, is the adhesion check. Last comes the covering the code calls for: half-inch gypsum in living space and basements, an ignition barrier in attics and crawl spaces entered only for repairs, and rim joist foam up to 3 1/4 inches that may stay exposed when it meets the density and flame-spread limits.
What spray foam insulation costs in Orange County
Most of our projects run between $3,500 and $12,500. Foam is sold by volume — board feet, one square foot an inch thick — so the biggest lever is how much surface times how many inches. A rim joist around a 1970s raised ranch in New Windsor is a fraction of the material an R-49 roof deck takes over the same footprint. Closed cell is about four times denser than open cell and costs more per inch, though open cell needs more inches to reach the same number. Thick closed cell work goes on in several passes with waits between them, and access adds time: low farmhouse crawl spaces under a kitchen wing, tight eaves in a Cornwall cape, masking around finished rooms. Rebates for spray foam insulation in Orange County
Three electric companies bill this county, and all three collect the System Benefits Charge, which puts every one- to four-family house here in the same state program lane. Orange & Rockland covers most of the map. Central Hudson has the Newburgh side: the city and the town, plus Cornwall, New Windsor, Hamptonburgh and the greater part of the Town of Montgomery. NYSEG bills the Village of Walden, the rest of that town, and part of Crawford. In a split town the bill settles it.
NYSERDA’s Comfort Home program pays $2,500 toward sealing and insulating the attic and rim joist, $3,000 if walls and floors are added, and $2,000 more toward ENERGY STAR windows, through a NYSERDA-approved Comfort Home contractor. Its rim joist target is R-14, and the program manual requires closed cell where two-part spray foam is used there — the same material choice the assembly calls for anyway. Comfort Home is open in 2026, and New York’s utilities plan to replace it with new weatherization programs starting around January 2027, so a homeowner who wants Comfort Home money should not wait.
Income-eligible owners and renters go to EmPower+ instead, for a primary residence. In Orange County a household of four at or below $80,160 falls in the no-cost tier, capped at $14,000 per project; under $106,880 the program covers half the cost up to $7,000. Federal HEAR money inside EmPower+ adds up to $1,600 for air sealing, insulation and ventilation. Orange & Rockland points customers to NYSERDA’s Comfort Home and EmPower+ programs and its Sealed home-upgrade program. The federal insulation tax credit (Section 25C) ended for work placed in service after 31 December 2025, so there is no federal insulation credit on a 2026 job. Code and climate in Orange County
Orange County is Climate Zone 5, and that has one consequence specific to foam: under an unvented roof in zone 5 and colder, the foam has to be a Class II vapor retarder or carry a vapor retarder coating. Closed cell reaches that at about 1 1/2 inches on its own; open cell against a roof deck here needs the coating. No Class I vapor retarder, plastic sheeting included, may be left on the ceiling side of that assembly.
New houses have been built to the 2025 Energy Conservation Construction Code of New York State since 31 December 2025. It asks R-49 at the ceiling, R-30 in a wood-framed wall or R-20 plus R-5 continuous or R-13 plus R-10 continuous or R-20 continuous, R-15 continuous or R-19 or R-13 plus R-5 continuous on basement and crawl space walls, and a blower door result of 3.0 air changes per hour at 50 pascals. Closed cell hits the R-30 wall in about 4 1/4 to 4 1/2 inches of a 2×6 bay; a full bay of open cell lands at R-21 to R-23 and wants continuous insulation outside it.
56.8% of the county’s housing went up before 1980, and New York’s first statewide energy code took effect on 1 January 1979. Insulating one of those houses does not drag the rest of it up to the new table: unaltered portions need not comply, no blower door test is required when you insulate an existing home, though any cavity the work opens gets filled to full depth.
